Helped to design and run the 14 California City Violence Prevention Network based on the assumption that violence cannot be significantly reduced unless all key civic and govermental entities pledge to specific actions. Aim is to change the social norm by blending prevention, intervention, enforcement and prisoner reentry programs into an integrated city-wide plan. As a presidential appointee, oversaw major programs affecting children, youth and families, among which were Head Start, the Center for Child Abuse and Neglect, Foster Care, Runaway Youth and Adoption Opportunities. Created the Office on Domestic Violence. Helped pass the landmark Child Welfare and Adoption act of 1980.

Oversaw the state agency that provided correctional and rehabilitation services for youth committed to it by that State's court systems. Helped to build a community-based system that relied less on secure lock ups and more on a wide spectrum of community care. Launched restitution programs. Cut recidivism and the number of youth "bound over" to the adult system. Became a national model.

Helped to found and was the first director of JRI, an agency that started the first pre-trial diversions and its first restition program, then-called, Justice as Reconciliation, where youth met their victims with community mediators: youth then were asked to give back to victim or the community, to make whole. Helped to write and see through to passage the State's first pre-trial diversion law.
