I’m a proven leader (Chief Executive Officer, Executive Director, General Manager) within multiple utility industries but also for public sector and non-profit entities. Business development has been a career highlight but I’m very proud to have led teams that have achieved “first ever” and national-level Best in Class distinctions in the areas of finance, budget execution (cost & revenue), customer service and employee retention. Although my work has spanned from Fortune 10 companies to sole proprietor businesses (including farm & ranch), I’m ultimately passionate about the cooperative business model. My experiences have navigated multi-state and multi-country education and professional responsibilities. It has also had to conquer the inherent challenges of legislative and regulatory environments. I’m a skilled negotiator of collective bargaining agreements and economic development deals in addition to successful M&A and divestitures. I've served on a company Board of Directors with a market valuation up to $2B+ but also on a community college board that also has a separate federal mandate to oversee regional Early Head Start, Head Start & Migrant Head Start programs. I feel my greatest accomplishment, though, lies with having 11 direct reports in my career assume Chief Executive Officer, Executive Director or General Manager roles and also that 4 former CEOs chose to join my team. I’ve often thought this would be my 1-line, 1-page resume. At the end of the day, I’m drawn more to being with frontline crews than sitting in an office meeting because that is where my best decisions have been derived. There is nothing that bothers me greater than witnessing unrealized potential or that makes me happier than seeing potential achieved – at both the individual and organizational level.

It’s broadband subsidiary, SECOM, is an industry pioneer in rural America. Both are governed by a 7-member Board of Directors. I was privileged to manage up to 120-employees both union and non-union members and hired multiple direct reports that represented first-ever leadership team diversity. I negotiated the first-ever union labor contract with a 5-year term that transferred 3 positions out of the bargaining unit. A cashless property swap with the local municipality constructed a new HQ facility at a significantly reduced cost. I created the first internal Safety Program along with HR and Member Services manager roles plus an in-house counsel. SECPA covers 13,000+ sq. miles in 11 counties. The system was almost 6000-line miles served by 24 substations and supported by 4 office/warehouse locations. A steady 4% meter and 12% load growth was achieved even when industry peers were on the decline. An AMI meter conversion was completed, line loss was reduced by 2% and system reliability significantly improved. The first distributed generation facility (4MW solar) was also installed. Proudly, no rate changes occurred, the member equity balance increased by 44% and the first-ever capital credit retirements were paid. SECOM’s network has more than 1700 fiber optic miles and 200+ communications towers. During my tenure, the company grew its customer base 243%, revenues 104% and assets 53%. Business development successes including the acquisition of 4 competitors plus the full buildout of 4 FTTX communities. With the participation of statewide industry peers, a team of lobbyist and attorneys help facilitate groundbreaking legislation related to easement perfection and local-level self-certification to be considered underserved. SECOM was proud to be selected as the 2016 Telecom Provider of the Year. -
Chief Administrative OfficerPueblo West Metropolitan District Oct 2010 - Aug 2014Pueblo West, Colorado, UsI proudly served in the public sector as Chief Administrative Officer (i.e., city manager in council-manager form of government) for Pueblo West, CO. The community is a suburb of both Pueblo and Lake Pueblo State Park with almost 35,000 residents, recreational easements, retail commerce, full-scale medical facilities, a top-rated school district and a business landscape that included multiple international manufacturing exporters. This top community leadership role was two-fold. As District Manager of the 2nd largest Colorado metropolitan district spanning almost 50 square miles, I managed a team of subject matter experts in emergency services, public works, community development and parks & recreation. As General Manager of the water and wastewater utility enterprises, I was responsible for delivering these essential services safely and reliably with a support team of highly certified operators, engineers, scientists, attorneys and lobbyists. Both roles required constant participation and coordination with myriad state and federal governing bodies as well as neighboring utilities. Total asset valuation was approximately $335MM with an annual budget of in excess of $33MM and a total staff of almost 170 dedicated employees. I reported to a 5-member Board of Directors elected at-large by the citizenry. -

Receiving its seed funding from a 1995 general election municipal bond approval, it was inspired by its San Antonio counterpart and a model for the Oklahoma equivalent.During my privilege of stewardship, I was able to increase cash and in-kind donations multiple fold year-over-year and average more than $200K per month in new donations. I was able to increase core services by almost 50% and reduce annual operating budget by almost $125K. In addition to maintenance, capital planning and fundraising, events exceeding 10,000 attendees were planned, coordinated and managed by a staff of up to 100 and tens of volunteers. My proudest accomplishment was leading the final fundraising, design, construction and inauguration of the nationally unique Pueblo Veterans Bridge. I reported to two separate governing bodies with distinct but complementary missions. The HARP Authority board was comprised of an appointed representative from each inter-governmental funding partner – City of Pueblo, Pueblo County, Pueblo Urban Renewal Authority, Pueblo Conservancy District, Pueblo Board of Water Works. The self-selected and volunteer 501(c)(3) HARP Foundation board consisted of notable community leaders. -

I was later selected to the Leadership Cingular 2-year executive development program. I was responsible P&L of multiple call centers amongst varying states. I also managed vendor call center relationships spanning several other states and an international site in Mexico.
