IC ITE is a major transformation of the Enterprise Information Technology component of the Intelligence Community, transforming the Information Technology environment from sixteen different stovepipes to an integrated whole.Performed portfolio/program management over numerous IC CIO funded efforts. Managed the Information Discovery and Access Services portfolio which had a Total Obligation Authority of over $100 Million, consisting of seven different programs run by four different agencies.Served as the IC's co-chair of the Content Discovery and Retrieval Integrated Product Team, a joint IC/DoD specification development working group, which is responsible for developing and maintaining a suite of specifications related to “search and discovery”. Began work to move these specifications into the open specification world, working with the OASIS Search Web Services group technical director.

These systems includes several systems which had been designated as mission critical by their customers. Ensured that the program managers were using appropriate, modern technologies in their development efforts, and that the programs conformed to the DoDIIS baselines technical requirements.Managed numerous different programs at DIA. Personally fielded seven different applications, three of which were designated as mission critical. Fielded the first DoDIIS-wide collaborative environment (JCE) and the first online and computer based training system (JIVU). The largest program had over $50M in Total Obligation Authority, spread across six different development teams. As Division Chief, I supervised 20 program managers, with over 50 different programs under development. Served as an advanced technology researcher for DIA, working with IARPA, In-Q-Tel, HSARPA and DARPA program managers to evaluate new and promising technologies, specializing in the area of enterprise search and cross-agency collaboration. Produced one publication and ten plus technology evaluation reports during this time period. Successfully transitioned one technology from the laboratory to the DoDIIS operational baseline. Implemented business process reorganization within Division at DIA to take advantage of new technological capabilities being delivered.
