Operational Alternatives provides consulting services to the Architectural and Equipment planning community and has been most recently involved in projects in Hamilton Ontario as well as Truro Nova Scotia. The St.Joesph's Healthcare Mountain Site project is a four hundred bed regional mental health facility due for completion in 2013. This project is using the new DBFM process as outlined by Infrastructure Ontario. The Colchester General Hospital project in Truro Nova Scotia is a traditional model and is due for completion in 2013. I was Project Manager for equipment planning for both projects. The equipment planning phases of both projects are complete as of December 2, 2009. Operational Alternatives has just completed work on the new "Oakville Hospital Project" soon to be opening in Oakville Ontario.Operational Alternatives had just completed the "Western Dental Surgical Unit" at Western University in London Ontario. This involved designing and equipping the two state of the art operating suites and six recovery beds. The unit has been accredited by the Royal College and is in use as of October 2015.Operational Alternatives also provides general hospital and healthcare consultation. Mr. McCarthy provides a unique insight into the purchasing process due to his twenty-five years of experience in technology acquisition particularly in Perioperative and Critical care environments.Mr. McCarthy served on the select committee advising the Ontario Ministry of Finance BPS "Ontario Buys" program. This committee has helped in developing standardized Terms and Conditions (Schedule "A" and "B") to be used in the RFP process throughout the public sector in Ontario. This group has helped develop a standard set of guidelines to be followed by all publicly funded organizations in Ontario when issuing an RPF. These guidelines will become part of the official responsibility agreement between the broader public sector (BPS) and the Province of Ontario and must be followed.

Responsible for all operating budget ($29 million) preparation and ongoing variance reporting in collaboration with eight nurse managers and the program director.Member of the Financial Reporting Taskforce. This hospital-wide group was responsible for working with the finance department to merge clinically based utilization and workload data with the GL information appearing on our statement of revenue and expense. This very successful project lead to a far more informative financial reporting system which is still many years ahead of our peer group.Responsible for the Capital Equipment Process for the program. This would include involving the clinical teams in planning a multi-year approach to technology replacement; prioritizing the various requests; understanding the cost of purchase as well as the ongoing cost of ownership of every potential purchase and presenting these requests to the hospital-wide capital committee.Founding member of the "Monitor Review Committee". Responsible for establishing guidelines for physiologic monitoring of patients and developing a standardized approach to monitoring patients hospital-wide.Founding Member or the" Infusion Devises Committee". Responsible for a standardized approach to infusion technology hospital-wide.Project Manager for construction of two new critical care units as part of the Milestone #1 project.Head of Design Team and Project Manager for a 35 bed, 32,000 sq.ft. Critical Care Trauma Unit at the new Victoria Hospital. Established design teams and had oversight of the complete project including equipment planning. Construction costs approx. $4.2 million.Head of Design Team and Project Manager for a 40 bed Cardiac/Medical/Surgical Intensive Care at the University Hospital Site, 36,000 sq.ft project with a construction cost of approx. $5.5 million was achieved in four stages to allow for demolition; asbestos removal and construction while ensuring full patient care capacity.

This group helped to develop the "Standard Costing" method of establishing the cost of units of production. This involved applying universally excepted cost accounting standards to understand and report the total cost of a surgical inpatient event.Founding member of the City-wide Product Evaluation and Standardization Committee.Vice Chair of the "Medbuy" operating room advisory committee. This was a national buying group still based in London Ontario.Project Manager for Surgical Daycare Unit project, 7,000 sq.ft sports medicine unit comprised of two operating suites; preoperative and post operative care. Responsible for liaison with architect and consulting engineers. Developing design specifications and tender documents.Project Manager, Main Operating Suites Redevelopment, involved the construction of two new operating suites as well as the renovating of the six remaining rooms.Project Manager, University Hospital Renewal Project. This was the largest project since the building was commissioned in 1971; it involved the total rehabbing of 900,000 sq.ft. of building. The project was scheduled over two years and involved installing new fire alarm and suppression system, new nurse-call and paging systems as well as new ceiling tile systems and flooring. Project was completed on time and on budget without the loss of a single patient day.
