Deputy Program Manager for the Advanced Communications Solutions Team

Assist with all aspects of requirements engineering in support of two web-based applications (systems) created and owned by the Insider Threat Office (InTO). ● Brief high-level stakeholders to include FBI Assistant Directors (AD), Section Chiefs (SC), and Unit Chiefs (UC).● Assist with the creation, analysis, review, routing, and delivery of functional and technical system requirements documents in a timely and efficient manner.● Oversee customer relationship management, to include development and implementation of user acceptance testing (UAT), and user training, demos● Oversee creation and circulation of standard operating procedure (SOP) documents.● Manage expectations and facilitate effective communication between technical (development, data science, system architecture, etc.) and non-technical (customers, managers, etc.) system stakeholders.Team Lead for RGG/FBI contract. In charge of 6 contract positions and coordinate with the Contracting Officers Representative, the Government customer, and Red Gate Group leadership by coordinating meetings, employee improvement plans, hiring (interviews ,etc.) of new contract candidates, and other government support services.o Assist company with personnel administration to include staffing, position management, payroll, analyses and organizational changes.o Responsible for monthly contractual management reports; initiates requests, justifications and other report documents as requested.

● Analyzed FBI networks, policy, personnel, systems, and physical security within FBI Units in an effort to bring awareness to FBI employees and management of Insider Threat vulnerabilities. ● Created and led presentations to Executive Management on subject matter topics.● Scheduled and performed onsite assessments and interviews of FBI Critical Assets and stakeholders.● Prepared and submitted reports to Critical Asset owners and Executive Management on the findings of vulnerabilities for Critical Assets in regards to Insider Threats.● Provided recommendations to Critical Asset owners on how to mitigate vulnerabilities found from assessment.● Team Lead for RGG/FBI contract. • ● Delivered direct executive support to the Secretary of Defense, Deputy Secretary of Defense, senior military and civilian officials throughout the Department of Defense while local and on travel in a watch floor supervisor position.● Briefed Senior DOD officials on current national event developments or DOD level issues of importance.● Ensured IT and communication requirements were met for the Secretary of Defense, Deputy Secretary of Defense, and senior military and civilian officials in relation to unclassified and classified Department of Defense IT systems.● Monitored, analyzed, managed, and operated numerous IT communications systems to include the development and evaluation of these systems to determine long range support and possible future requirements.

● Communicated technical updates to senior leadership and stakeholders during weekly meetings to include briefs on IT manning and maintenance scheduling, current network and operational status, and future functional requirements.● Managed the IT and communications team on upgrades of 45 amphibious craft creating the first ever common communications operating target for a Naval Element amphibious exercise creating a new standard for US Navy Amphibious functional requirements.● Local Element Electronic Keying Management System (EKMS) Manager - Managed and coordinated the security and maintenance of 514 pieces of crypto-graphic equipment (813 line items).● Managed the maintenance and training of over 2000 pieces of field communications equipment.● Created an IT/communications security training program for technical and non-technical audiences which resulted in 264 “COMSEC User” qualified personnel.● Managed a team of up to 25 communications and IT specialists.

● As the Physical Security Program Manager - Led 11 tenant commands/organizations to a 99% score of the first Command Cyber Readiness (physical/industrial security) Inspection conducted by the Defense Information Systems Agency (DISA).● Provided physical, communications, information, and operations security training to customers.● Minimized the inventory of 770 cryptographic pieces of equipment to 689 as the Alternate EKMS Manager.● Completed 560 Performance Assessments of the $4 Million Information Technology Support Contract.● Implemented directives to assess current and future customer needs and priorities through direct communications with customers via surveys and customer comments.• Provided weekly training to Naval Computer and Telecommunications Station personnel.• Provided customer service in support of civilian contract to ensure all customer requests and trouble calls were resolved to maintain positive customer support.

● Developed and implemented the Information Assurance training plan for 75 personnel.● Managed over 175 unclassified network computer accounts and track all trouble calls providing daily updates to customers affected.● Oversaw the $1.5 Million renovation to the unclassified computer network which required a ground up change to the physical architecture of the network.● Scheduled, coordinated and executed special events to include Commanding Officer speaking engagements, promotions, commissioning and retirement ceremonies, color guard events, funerals and commemorative events held either on-board the USS Constitution or within the New England region.● Assisted in the recruitment and selection of USS Constitution personnel.
