Jack Spratt, Spratt Construction CompanyBeginning in 1992, Jack broadened his commercial and residential construction background to government-funded rehabilitation consulting. He took his extensive and specialized experience with challenging remodeling jobs including historic renovation as well as commercial work on outpatient surgery centers and applied it to projects like the re-development of the Fairview Technology Center.Specifically, within Knox County’s Community Development program at that time, he estimated all work, inspected projects for contractor compliance, performed warranty inspections, and managed other services as needed such as sewer inspections. He also did work with the Foothills Community Development Corporation as well as the Douglas-Cherokee Economic Authority, Inc.Jack continues to seek certification on the latest industry standards. Over the years, he has acquired an advanced knowledge of lead issues including certification as a State of Tennessee certified inspector and risk assessor. He is also an Auburn University Radon Testing and Mitigation Course Graduate and has completed Georgia Institute of Technology Certification for Lead Testing and Abatement as well as META Mold Remediation Certification.Jack still consults with various county governments on their rehabilitation housing programs and also manages several commercial and residential projects per year.
