Mr. Stirling joined Minto Communities as Vice President of Land Development and Acquisitions in October 2000. In this role, he lead the Planning and Engineering division with a focus on land development and land acquisition in both the National Capital region and GTA.

Prior to amalgamation, Nepean was a municipal government that provided recreation, culture, planning, and engineering services to a city of 125,000 residents within the former Region of Ottawa Carleton.- Spearheaded several initiatives in the City of Nepean aimed at enhancing the quality of development and built form, including specific project development design and overall community design- Managed Nepean's Planning and Development Department through an organizational change, encompassing previously separate elements of Building and Development Services.

- Managed the acquisition, planning approvals, servicing, construction, land sales and marketing of the comprehensively planned community of Kanata Lakes- Managed a team of Architects, Golf Course Architects, and Contractors in the design and construction of the Kanata Lakes Golf Course and all its' facilities
