Managed the construction of infrastructure necessary for the population of McKinney to grow from 16,000 to the current population of over 140,000.Developed regulations related to the design of street, utilities and drainage systems.Developed drainage criteria to protect properties from floods that will occur after the watershed becomes fully developed.Managed a department with 34 employees consisting of: ADA Coordinator, Arborist, Development Engineering, Facilities Construction, Drainage, Flood Plain Management, GIS, Stormwater (Phase 2 permit), Erosion Inspection, Construction Inspection, CIP, Property Acquisition, Traffic Engineering, and Utility Engineering.Effectively reorganized the Engineering Department to place a manager over each discipline.Managed the development and implementation of the Infrastructure Initiative to reconstruct streets and related infrastructure east of US 75.Transitioned the AutoCAD-based drafting program into an ESRI-based GIS team.Lead multiple citizen bond committees related to roadways, facilities and drainage propositions.Assisted with the development and periodic update of impact fees for roadways and utilities. Assisted in the development of a storm drainage utility system.Managed the acquisition of property and easements for streets and facility projects and adjusted the acquisition process to be in compliance with SB 18.Managed the Capital Improvements Program.Represented McKinney in the roadway portion of the Collin County Bond elections.Drafted interlocal agreements related to Collin County roadway bond funds.Managed the construction of facilities (Public Safety Building, libraries, fire stations, Municipal Courts, McKinney Performing Arts).Developed and administered the Neighborhood Traffic Management Program.Performed studies related to speed zones, stop signs, traffic signalization, street lighting, etc. Coordinated a city facilities master plan - space needs study.
