• Review and negotiate agreements for risk assessment (software, leases, services, rental, etc.) and/or PO Terms & Conditions• Create Risk Assessment Form Associated with Agreements, Negotiated T&Cs, Contracts, etc - End User/Management• Enter requisitions into Oracle and Autocreate to Purchase Orders• Process requisition to purchase orders in accordance with PSU and ARL policies/procedures and per FAR/DFARs regulations as required• Fix problems with documents (Purchase Orders, Change Orders, Receiving Forms, etc.) within Oracle Purchasing System• Train ARL staff in the use of Oracle Purchasing functions and assist with Oracle problem resolution • Develop Standard Operating Procedures/Training Documents & Updates• Reconcile invoice issues in reference to Purchase Orders• Prepare and Issue RFQ's in secure site, track responses, prepare a Quote Summary when all bids received, etc.• Train new Purchasing Staff • Provide excellent Customer Service (telephone calls, emails, Skype, etc.)• Interact with various PSU personnel and departments as required (such as Risk Management, Insurance Office, Purchasing, Supplier Diversity, Office of General Counsel, Property Inventory, etc.)• Interact with various government entities as required• Problem Solving/Problem Resolution/Investigation• Identify new vendors to help meet small business/vendor diversity goals• Obtain System for Award Management (SAM) current registrations for all gov't sponsored awards• Expedite open purchase orders, any other duties as assigned
