As the Division Chief, led all of the contracting for DIA's DoD IT Information System (DoDIIS) hardware, software, and service requirements. Created viable solutions pertinent to the Information Technology Enterprise (SITE), and the ability to support global intelligence. Analyzed and implemented restructuring of multiple contracts on a yearly basis, which included comprehensive 24-hour support, thereby improving cost efficiency and response time.Led the Agency's integrated acquisition strategy team in the formation of an unprecedented multi-billion-dollar, multi-agency/Intelligence Community (IC)-wide multiple-award IDIQ contracting vehicle. In the role as Chief Contracting Officer, Department of Defense Intelligence Information System (DoDIIS) Support Division proposed sweeping strategic change for IC intelligence information technology buying. Coordinated action plans with the Director's strategic goal, and developed and proposed a significant change of process. The implementation of a new contract vehicle, called "Solutions for the Information Technology Enterprise" (SITE), was designed to remove barriers and increase standardization across the intelligence community. Efforts allowed SITE to service all IC agencies requiring access to the DoDIIS community. SITE removed the silos of excellence and created horizontal applications for the IC.
