Executive leadership of a new innovation team focused on healthcare and community health transformation. This role leads and provides oversight for piloting, assessment, implementation & outcomes measurement of new and innovative strategies in support of a holistic healthcare program known as Health Reimagined. Provides oversight for leveraging evaluation results to inform future pilots and the overall Health Reimagined strategy, including sustaining, spreading and scaling of successful innovations.

● Led and managed significant change while providing enterprise-wide leadership and oversight for the implementation of new state and federal laws which on average resulted in changes to 200 processes, 30 systems and 10 digital portals yearly.● Successfully worked cross-functionally across two organizations providing oversight, advice and leadership for the scoping and implementation of compliant solutions for 700+ new laws and regulations.● Led a team of 19 professionals including attorney, CPA and compliance professionals across large geographic territory spanning southern and northern California with total budget of $2M+.● Consistently achieved > 99% compliance for 700+ new/revised laws and regulations; ensured operational areas had documented corrective action plans in place for any noncompliant laws.

● Leadership in developing the strategy and tactical implementation of a new, innovative and transformational Community Health Advocate Program that would be based in provider offices and connect patients to community resources to address social determinants of health, reduce health care disparities, improve health equity and total wellness.● Created new job matrix and compensation for the Community Health Advocate role at Blue Shield and Blue Shield Promise.● Successfully implemented the plan from the ground up for multiple cohorts of up to 20 Community Health Advocates each including classroom training curriculum, field training and operational processes.● 4 Community Health Advocates hired, trained and successfully deployed to provider offices.● Conducted a Request for Information, selected vendor and successfully developed, negotiated and executed 3 contracts.● Developed plans to scale Community Health Advocates once pilot concludes, and to provide opportunity for Blue Shield employees impacted by position eliminations to become Community Health Advocates via the Talent Bridge.● Drove Community Health Advocate Program while maintaining full time employment in the Law Department as a Senior Director.

● Directed 150 full time employees and $23M budget with responsibility for strategy, operations, compliance, and pharmacy product and implementation.● Led creative implementation of select ACA preventive service requirements, reducing labor and healthcare costs by $750K+.● Developed and implemented drug prior authorization process improvements utilizing Lean Six Sigma, reducing labor costs by $250K and improving response time by more than one business day.● Managed $11M annual pharmacy claims vendor contract and $12M per year operations budget.● Oversaw pharmacy authorization call center team responsible for saving $424M in healthcare costs.● Collaborated with team to deliver 20+ excellent audit results for operational and clinical regulatory, employer group, and internal audits.

● Led team of 55 clinical pharmacists, pharmacy technicians, and call center operational teams to administer drug utilization management for outpatient prescription drug benefit and office-administered drugs.● Implemented Medicare Part D systems, operational processes and medication coverage policies for coverage.
