Lead the City of Richmond Hill's Housing Accelerator Fund program, a federally funded initiative designed to expedite housing development and achieve the city's ambitious housing targets. Oversee the implementation of planning and infrastructure policies and projects to increase housing supply, coordinate with various stakeholders, and ensure the effective utilization of funds to meet project milestones and objectives.Participate in intergovernmental relations, strategic planning, and grant request initiatives. Represent the City of Richmond Hill in various forums, including meetings and collaborative projects with other municipalities and provincial/federal government. Contribute to the development and execution of corporate strategic plan, ensuring alignment with the City’s goals and objectives.

Provide strategic consultation and advice in delivering transformative improvements for the complex, multi-stakeholder process of the City's development review. Work with SMEs across City divisions and external stakeholders, and take the leadership role in formulating, evaluating, and recommending improvements to processes and business practices, with a focus on achieving City-wide implementation and adoption.Some key improvements with near-term implementation include:- Develop and implement a process in response to City Council-adopted OPA related to Mandatory Pre-Application Consultation and associated By-law Amendment. Introduce improvements to the early stages of the development review process, which resulting in higher-quality applications, more applications moving from pre-application consultation to actual submission, fewer circulations, and mutual accountability between applicants and staff.- Lead the review and development of application requirements to ensure they are up-to-date and reflect changes in legislation, technical requirements, and best practices. Facilitate and coordinate interdivisional efforts to identify opportunities to reduce or streamline application requirements, improve the review process, and provide better direction to applicants to support enhanced customer service.

The recently introduced COVID-19 Economic Recovery Act (“Bill 197”) represents a step towards Ontario’s plan for growth, renewal, and economic recovery made necessary due to the ongoing pandemic. Bill 197 is an omnibus bill that proposes to amend 20 statutes necessary to rebuild the Province and allow the government to move as effectively as possible into a strong economic recovery. In my role as the Project Manager, Capital Projects & Initiatives, I executed the work plan to provide updates to the City bylaws (Development Charges, Alternative Parkland Dedication Bylaw - Planning Act Section 42, and Community Benefit Charges - Planning Act Section 37), and presented the City of Toronto's approach in response to the legislative changes and the impact on the City's growth-related funding tools.

Concept 2 Keys (C2K) is a transformational program that improves how the City of Toronto attracts, facilitates, and regulates development activity. It is a review and rapid improvement of the current processes that facilitate development approvals including the organizational structures and governance, enabling technology, and the legislative framework that together either facilitate or lead to barriers in processing development applications. In my role as the Relationship & Issues Coordinator with C2K, I supported the development and implementation of the development-related issue management function which provided the development community one centralized place for their questions and issues to be addressed. The function aimed to build relationships with stakeholders and create an approach for mutual accountability to resolving issues, so that conversations are productive and solution-oriented, so that improvements can continue to be made to the development review process. Any systemic challenges discovered through the process were also addressed through broader process updates and improvements.

Conducted development applications review of new developments in the city of Toronto (commercial/residential/institutional/industrial), ensuring high sustainable development standards are met throughout the development process, from official plan amendment, rezoning, site plan, building permit, construction, to post-occupancy stages. Collaborated with other City divisions (Planning, Building, Engineering and Construction Services, Water, and Affordable Housing) and other GTHA municipalities to implement public energy initiatives to achieve high-efficiency energy performance and GHG emission reduction. Worked with property owners, real estate developers, energy developers, engineers, architects and other industry stakeholders on strategic development of Low-carbon Thermal Energy Networks (LCTENs) including District Energy systems on private property, sewer heat recovery projects, and many more. Conducted research and data analysis on industrial trends and provided policy recommendations to help Toronto to lead as example to achieve higher and ultimately net-zero energy performance as outlined in Toronto's climate action TransformTO.

Provided support to management and project teams on special transit projects including Eglington Crosstown and Finch West LRT.

Conducted policy research and provided recommendations to support divisional long-term strategic plans related to workforce development, including outreach and recruitment, employee engagement, competency development, and learning/training curriculum development.

Provided daily administrative support to all level of management and 70+ staff on a variety of programs, projects and initiatives, to ensure the smooth operation in the department - attendance, payroll, logistic, procumbent, equipment maintenance, fleet management, staffing onboarding, meeting scheduling, and any extra support as needed. Effectively handled water and sewer bylaw related inquiries, spill complaints, and investigation requests; provided information and developed plans for resolution accordingly.
