Congress had threatened to abolish the agency as a result of a small number of works deemed offensive. In ten months time, conducted more than 250 interviews with newspaper reporters, more than 100 radio interviews and about fifty television programs and panels. Participated in numerous debates with opponents, including Members of Congress. In keeping with direction from the president, defended the record of the Arts Endowment while working to ensure that works deemed "offensive" would not be supported with public funds. Working with a coalition of entertainment industry leaders, developed a system for "local judicial review" in which funding for art later judged offensive to community standards could be recaptured. Convinced Members of Congress to support the measure and continue funding the work of the Endowment.

Named the program, served on its core planning and management staff, and was its first communication director. The program focused on streamlining and consolidating management and administrative systems, many of them duplicative and outmoded. It also aimed at procurement reform, paperwork reduction, debt collection, and strengthening the role of Inspectors General to attack fraud, waste and abuse. It granted federal managers significantly more authority to improve management of their agencies. By 1986, the president was able to report to Congress more than $63 billion in savings for US taxpayers and significantly higher collections of revenues owed.

The second was a politically motivated effort by local and state officials to shut down the Fine Chemicals Division plant of the Upjohn Pharmaceuticals Company in the wake of the completely unrelated Three Mile Island nuclear power plant incident. In the case of Formica, worked directly with the CEO to gain Congressional support and wage a successful national political and promotional campaign against stripping the company of its name. In the case of Upjohn, worked with plant management to develop public support for keeping the Fine Chemicals plant and its 150 jobs functioning while implementing new protective measures. Workers, their families and neighbors were effectively brought to rally to the side of the company.
