Created the CSO (Chief Security Officer) Roundtable of ASIS, a global membership organization of corporate and institutional chief security officers, now called the CSO Center for Leadership and Development.

Created and oversee an executive education program for senior security professionals at the Wharton School of Business, University of Pennsylvania. The intensive program is taught by Wharton School faculty and provides attendees with insights into decision-making and the workings of leadership that move corporations and other major institutions at the highest levels. It enhances their ability to participate in and influence security and non-security issues. Since 2004, nearly 300 senior security professionals have completed the program.

Represent ASIS International on the National Security and Emergency Management Task Force of the US Chamber. Advise the Task Force on the work and interests of security professionals. Insofar as possible, work to ensure that the joint security interests and positions of ASIS and the US Chamber are expressed to government officials and represented in government policy and legislation.

Counselled corporations and other organizations in government relations and public affairs. Clients included the world's largest association of security professionals, as well as organizations and corporations in the financial, healthcare and defense fields. At the personal request of a former Secretary of the Army, successfully lobbied members of the Senate Armed Services Committee to restore the position and office of the Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict (ASD-SOLIC) which had been removed by staff from a Defense Appropriations bill. Worked successfully as part of a team to have Congress extend the Low Income Housing Tax Credit, a highly successful national vehicle for increasing the stock of new, high quality low income housing.

Various Assignments In The Us And Overseas

Retired from US Army Reserve after thirty years of service, including several tours of extended active duty. Served in both the Army Reserve and Army National Guard. Began career in Army Intelligence and transferred to Infantry Branch. Commanded at the rifle company and battalion levels. Staff specialties were operations and intelligence. Served as Operations Officer of Task Force Freedom in the liberation of Kuwait (1991).

Asked by the Bush (41) White House to assume duties as Communications Director for the National Endowment for the Arts during a period of intense national debate over freedom of expression and federal support for the arts. Congress had threatened to abolish the agency as a result of a small number of works deemed offensive. In ten months time, conducted more than 250 interviews with newspaper reporters, more than 100 radio interviews and about fifty television programs and panels. Participated in numerous debates with opponents, including Members of Congress. In keeping with direction from the president, defended the record of the Arts Endowment while working to ensure that works deemed "offensive" would not be supported with public funds. Working with a coalition of entertainment industry leaders, developed a system for "local judicial review" in which funding for art later judged offensive to community standards could be recaptured. Convinced Members of Congress to support the measure and continue funding the work of the Endowment.

Worked with Press Office and Advance Office to coordinate communications activities between the 1984 Reagan-Bush Campaign, the White House and the Republican National Committee. Provided advice and support to 32 Reagan-Bush voter groups (e.g., Veterans for Reagan-Bush) around the world. Afterward served as Director of Credentialing for the 50th American Presidential Inaugural.

One of five executives selected by the White House from across the Reagan Administration to develop "Reform 88," the President's program to improve the management of the US Government. Named the program, served on its core planning and management staff, and was its first communication director. The program focused on streamlining and consolidating management and administrative systems, many of them duplicative and outmoded. It also aimed at procurement reform, paperwork reduction, debt collection, and strengthening the role of Inspectors General to attack fraud, waste and abuse. It granted federal managers significantly more authority to improve management of their agencies. By 1986, the president was able to report to Congress more than $63 billion in savings for US taxpayers and significantly higher collections of revenues owed.

Advised and assisted corporate clients on lobbying and communications strategies to achieve objectives. Planned and coordinated response to two major corporate crises. The first was an attempt by the US Federal Trade Commission to remove the Formica Company trademark on the claim that it had become generic. The second was a politically motivated effort by local and state officials to shut down the Fine Chemicals Division plant of the Upjohn Pharmaceuticals Company in the wake of the completely unrelated Three Mile Island nuclear power plant incident. In the case of Formica, worked directly with the CEO to gain Congressional support and wage a successful national political and promotional campaign against stripping the company of its name. In the case of Upjohn, worked with plant management to develop public support for keeping the Fine Chemicals plant and its 150 jobs functioning while implementing new protective measures. Workers, their families and neighbors were effectively brought to rally to the side of the company.

Supervised all state operations for a US Senator. Directed a staff of 13 employees in providing constituent services to the people of Massachusetts. Served as Senator's liaison to organizations and voters in the state and represented him at numerous meetings and events when his schedule did not permit him to attend.
