PPO (Programma's, Projecten en Onderhoud) is samen met GPO (Grote Projecten en Onderhoud) de RWS uitvoeringsorganisatie voor aanleg en onderhoudsprojecten. De PPO zorgt er samen met GPO voor dat RWS wordt gezien als betrouwbare partner, die de gevraagde productie op aanleg en onderhoud binnen de gestelde kaders nakomt. GPO en PPO voeren de productieopgave van RWS uit in opdracht van de Regio's. PPO doet dit voor programma's, D&C-projecten < € 65 mln. , Prestatiecontracten en overige onderhoudsprojecten. PPO bestaat uit vier directies: Inkoop & Contractmanagement, Techniek & Technisch Management, Productie & Projectmanagement en Bedrijfsvoering. De vier directies leveren capaciteit voor het primaire proces, de uitvoering van aanleg en onderhoudsprojecten. Het sturingsmodel is het IPM model. Binnen PPO zijn 900 medewerkers werkzaam, waarvan 315 binnen Bedrijfsvoering. PPO werkt met een budget van > € 1,0 miljard. De hoofdvestiging van PPO bevindt zich in Utrecht, Westraven.
