Part of the two-person Energy Division at BART - we manage all of the energy procurement, contract negotiation and management, resource planning, energy budget preparation, legislative and regulatory monitoring, and energy-related coordination across BART departments such as planning, development and operations.

- Led SolarCity technical policy engagement for Grid Services in 10+ states (CA, NY, HI, etc.), ISO/RTOs, and federally for market reform for DER aggregation, solar + storage, microgrid products, and NEM 2.0 and grid modernization proceedings, managing a team of 8 policy advocates- Led several key SolarCity proposals, term sheets, and underlying economic and financial modeling for utility & commercial RFPs for advanced grid products, including major utilities in CA, HI, and NY with 50+ MW in the pipeline- Developed white papers and internal thought leadership on expanding the value of DER benefits to the grid, advanced avoided cost modeling, grid data access & transparency across utilities and third parties, infrastructure-as-a-service utility business models, and the economic benefits of integrated grid planning and engineering advancements in interconnection, hosting capacity, CVR, and reclose blocking

- Serve as internal expert on state-level comprehensive market structure policy developments impacting PG&E's Energy and Resource Adequacy (RA) portfolios under changing renewable energy and storage technology penetration in California- Develop internal strategies and analyses to drive comprehensive market structure regulatory and policy changes to decrease customer costs and increase portfolio reliability - Develop strategic partnerships with external stakeholders across energy industry on comprehensive market structure reform and policy development

- Developed analytics and reports on PG&E’s Energy and Resource Adequacy (RA) portfolios for senior management and company officers- Determined internal procurement and risk strategies, and recommended procurement activities for Energy and RA portfolios based on market conditions, portfolio changes, and regulatory changes- Presented to company officers a series of analyses on potential risks and stressors to PG&E’s portfolio under changing California energy market and regulatory environment, including impacts of Direct Access (DA), Community Choice Aggregations (CCA), and Renewable Portfolio Standards (RPS)- Developed presentations for external regulatory authorities identifying key drivers of portfolio positions- Served as internal expert on RA portfolio and policy for PPA contract negotiation, state-level regulatory developments, and stakeholder processes- Supervised and trained junior employees on monthly RA filings and RA portfolio development and analysis

- Prepared PG&E’s CPUC and CAISO monthly RA filings and supply plans under changing regulatory requirements at the CAISO and the CPUC- Coordinated resource outages and portfolio changes across PG&E’s electric portfolio to support the RA filings- Led development of revised set of tools and processes to improve the tracking and analysis of the RA portfolio

- Conducted regular energy market policy analysis, statistical analysis, and modeling for the EPA Clean Air Division, supporting the design and implementation of environmental and air regulatory policies such as the Mercury and Air Toxics Standards (MATS) and Cross‐State Air Pollution Rule (CSAPR)- Advanced to team lead for developing proposals, reports, and data analysis as requested by clients - Led comprehensive documentation (500+ page report) of modeling assumptions and results developed over five years for IPM, the EPA’s least-cost liner programming energy market model of North America, containing more than seven million decision variables and one million constraints- Developed and maintained several core energy market datasets, such as national and state-level energy market emission regulations

- Supported economic modeling and statistical analysis of national and regional energy markets for conventional and renewable technologies financing, forward valuations, and expected regional dispatch- Researched and analyzed changing domestic and international energy market data and regulatory policies to assess and forecast macro impacts on the North American energy markets- Developed an enhanced Q/A and documentation system for data presented to utility clients in reports, presentations, and expert testimony

- Developed data set of state-level economic and weather data in India, and modeled interaction of Indian rural debt levels

- Researched and analyzed historical trends in municipal fiscal crises and major infrastructure projects through urban public capital literature and data analysis

- Developed a custom data-entry and manipulation application in C++ for the Developmental Neuropsychology Lab

- Researched, developed data set, and ran statistical analysis on the factors influencing foreign direct investment from the U.S. and U.K. to emerging markets
