Reporting to CIO, recruit and manage up to fourteen technical staff including Lead Systems Integrators, Systems Integrators, Technology Coordinators, and Technology Specialists to maintain and enhance the systems and platforms of Financial Management Division. Provide effective mentorship and technical development training to technical staff. Initiate and manage all aspects of departmental and interdepartmental projects to completion to increase automation and efficiency. Manage multi-million dollar technology budgets and provide budget counseling to all units in the departments to ensure adequate funding and support for technology projects. Author, execute, and manage Request for Proposals and Request for Bids to procure technology systems. Negotiate and manage contracts for software and hardware systems. Analyze, design, and build custom applications and systems to address technical and procedural challenges of the Financial Services Department. Develop desktop, client server, and web applications utilizing Visual Studio .NET (2003-2013), Visual Studio 6.0, SQL Server (7 – 2014), Visual Interdev, ASP, and ADO. Facilitate interdepartmental management of shared computing assets.
