Resident Engineer and Contracting Officer's Representative for the $19M Pine Creek Dam Safety mitigation project at Pine Creek Lake in Valliant, Oklahoma. Responsible for construction management, construction quality assurance, and contract administration for this project designed to remediate a DSAC 1 rated earthen dam.

Senior Project Engineer and Integration Manager for the $600 Million Land Development and Utilities Infrastructure (LDUI) project at U.S. Army Garrison Humphreys supporting the largest construction project in the history of the Department of Defense, the Yongsan Relocation Program.Integration management duties included identification and deconfliction of design and construction issues between main utilities infrastructure and approximately 50 adjacent vertical project improvements. Efforts were successful in identifying countless duplicate scope issues, utility crossing and connection elevation interferences, and anticipating design changes prior to construction. Efforts saved the Government in excess of $1 million by eliminating rework and descoping redundant improvements.Sequenced construction of utilities and roads with LDUI contractor to achieve schedule completion dates and to provide useable utilities for vertical projects for testing and commissioning while minimizing program delays and cost increases. Coordination with adjacent vertical projects to negotiate alternate site access when LDUI work interferes with operations.Directly managed and primary point of contact for four construction contracts: Warrior Support Area Distribution Node ($4 million); Wash Facility and Drivers Training Course ($16 million); Small Unit Training ($5 million); and Temporary Construction Haul Roads IDIQ ($1 million).Successfully negotiated multiple construction modifications for two separate construction contracts saving the Government over $1.5 million by identifying contractor inflated pricing, duplicate materials, and errors in cost estimates.

Responsible for the planning and project management for approximately $2 Billion worth of construction awarded and managed by the District. Provided organizational and project management leadership and guidance for six branches within the Division and all administrative functions and support for the Division in the Transatlantic District-North in support of OPERATION ENDURING FREEDOM, which is forward-deployed in a combat zone.Developed and sustained a cohesive team under dangerous and stressful conditions; supervised and served as rater and senior rater for over 90 personnel within the Division and executed the full range of human resources including performance management, formal and informal conflict/complaint resolution, disciplinary action, and counseling in accordance with applicable regulations. Recognized employees by nominating and sponsoring individuals for end of tour awards and special awards. Advised subordinates on technical and administrative matters and maintained quality control of work.Directed the development of the $50 Million Afghan National Police Border Outpost program due to unique skills and experience gained from serving with the PRT Program in hostile border regions. Developed local intelligence of proposed project sites including geographical, tribal, enemy activity, availability of construction materials, and local construction methods to develop project execution plans and gage risk. Recommended use of austerity construction methods utilizing local materials, methods, and labor due to strong tribal and ethnic bonds, availability of future operations and maintenance activities in remote locations, and enemy activities. Recommendations saved an estimated $20 million in program construction costs.

As Branch Chief, I was responsible for overall program management, leadership, and oversight for 32 engineers and construction specialists embedded with U.S. military regional development teams with full supervisory responsibilities including staffing and hiring, curtailments, personnel evaluation, award nomination, counseling and disciplinary action, and performance management.The branch successfully executed over 70 critical infrastructure and humanitarian relief projects valued at over $150M. USACE support of the PRTs was part of the overall counterinsurgency operations and supported the construction of roads, medical clinics, schools, rule of law projects, irrigation and dam projects, and agriculture programs in areas of moderate to high enemy activity and challenging terrain. Served as an advocate to promote broad-based support and commitments of resources for various high-profile projects under consideration for planning, design, and construction nominated and executed by supported PRTs. Applied knowledge of management concepts, principles, methods, and practices, as well as knowledge of methods, practices, and processes of civil engineering to aid in shaping construction programs for critical infrastructure projects executed by supported PRTs.Developed comprehensive management plans for regional program goals that integrated the supported units’ requirements and participation and fully coordinated with all affected units and organizations, including various functional elements within the battle space, the Division, and the District.Developed and implemented long-range work schedules and operational sequences for project development initiatives. Established requirements, objectives, goals, and milestones for project completion. Reviewed, coordinated, and advised that all organizational elements operate within budgeted resource allocations and authorizations as agreed upon as part of the project development strategies.

Served as the professional engineering, construction, and infrastructure development technical specialist in support of the Provincial Reconstruction Team program and USACE in support of OPERATION ENDURING FREEDOM. Directly worked with Coalition Forces developing, programming, scheduling, coordinating, and executing complex infrastructure development and humanitarian projects and programs that directly supported the counterinsurgency fight and positively impacted Afghanistan’s infrastructure and quality of life.Provided expert advice and guidance, technical analysis, and quality assurance supervision for over $70M in critical infrastructure projects. Served as lead planner and program manager for the largest, most complicated and critical projects. Continually identified and anticipated program deficiencies for complex engineering programs and projects and made or influenced critical decisions; used experience and sound engineering judgment to settle unusual and extremely difficult construction problems.Developed the $45 M Sharana to Angoor Ada Road project that constructed over 60 kilometers of new asphalt road though Paktika Province and linked the two largest population centers with Highway 1 to the west and the Angoor Ada region of Pakistan to the east. Corridor, when completed, will bring stability, security, and economic growth to this highly strategic and important border region.As senior engineer for the Task Force, managed critical infrastructure programs which consisted of sequencing construction priorities with overall program objectives, project urgency, unit manpower availability, and financial assets. Developed scopes of work, cost estimates, project management plans and quality assurance plans for critical program projects. Controlled and managed project milestones from planning though construction and initial operations. Responsible for programming decisions that affected short and long range courses of action for ongoing and future projects.

Senior Project Manager responsible for the planning, design, and management of development and public infrastructure projects. Coordinated and executed planning, design, cost engineering, construction management, and environmental considerations for projects ranging from residential subdivisions, commercial shopping centers, warehouse and industrial parks, schools, and public infrastructure rehabilitation and new construction. Managed projects valued in excess of $50 Million over nine year employment period.Served as water resources technical expert. Performed analysis and authored over 35 hydraulic and hydrologic stormwater engineering studies for municipal stormwater management projects and private development projects to determine flood risk, drainage design, and detention/retention requirements. Performed water resources project planning and design related to stream corridor management, hydraulic modeling of creeks and streams, and floodplain management.Served as client representative and preformed review and source selection responsibilities for construction contracts. Preformed analysis of contractor proposals to ensure adherence to all solicitation requirements, technical understanding of the project, realistic execution plans, cost proposal analysis, and researched the contractor’s references. Preformed value engineering (VE) analysis and studies on designs to reduce excessive project costs but still achieve the target technical requirements for the client.
