CurrentDr. Cramer is a Senior Researcher in RTI International’s Center for Public Safety and Resilience, where he leads and supports multiple projects focused on advancing the policing profession by developing ethical and sound research to create actionable insights and to support improved strategies, policies, and relationships. He is an expert on police strategies, software and technology, and on evaluating practices through robust design to measure their effectiveness and impact. His current projects include developing national standards for police data, implementing and evaluating alternatives to police response strategies, and creating a national NIBRS interactive data dashboard.

Social Network Consultant On Violent Extremism
Boko Haram’s war in northern Nigeria caused a tremendous surge of refugees to cross the border into Niger. The war spilled into Niger, with Boko Haram carrying out attacks in Diffa beginning February 2015. To add to this complexity, Boko Haram factions aligned themselves with ISIS, which created new concerns of increased extremist activity in the region. In an effort to enhance the resiliency of communities against Boko Haram, USAID-OTI’s Niger Community Cohesion Initiative (NCCI) brought 30 villages together in a network, called Nalewa Mada, to share security information and develop their capacity to prevent and respond to violent extremism. I was hired to evaluate and assess the impact that the Nalewa Mada Network is having on violent extremism in Niger.
Social Network Analysis And Evaluation Consultant
AECOM International Development – Mali, the implementing partner of USAID – Office of Transition Initiatives, conducted efforts to counter violent extremism (CVE) in northern Mali. In support of these efforts, I designed and conducted a representative survey in the Gao Region to measure the social networks typical of the area, and attitudes regarding violent extremism and rebel groups. Two rounds of the survey were conducted: the first in January/February 2015, and the second in October/November 2015.
