Operations Department Head for an Outside the Contiguous United States command that trains and deploys expeditionary Mobile Diving and Salvage Companies to conduct combat salvage and harbor clearance operations in support of Geographical Combatant Commanders. Led 87 personnel making up 5 Mobile Diving and Salvage companies.Worked hand-in-hand with the USCG District 14, 25th Infantry Division, COMPACFLT, COMTHRIDFLT, and NAVSEA I coordinated search and salvage operations to recover the black box and critical aircraft components from an UH-60 Blackhawk helicopter that crashed off the north shore of Oahu. My operational experience enabled the complex movement of unmanned family of systems equipment along with salvage personnel and diving equipment from San Diego to Oahu to support this time critical mission in only five days.Expertly deployed the flyaway mixed gas system and Mobile Diving and Salvage Company 1-6 from Oahu to Australia in support of recovery operations for an USMC MV-22 Osprey aircraft that crashed off Australia's coast during TALISMAN SABER 2017.Managed and coordinated the logistics required to deployed three Mobile Diving and Salvage Companies, three Aircraft Carrier Recompression Chamber support teams, and five units of action comprising of over 100 personnel and over 140 tons of expeditionary diving and salvage equipment to support Geographical Combatant Commanders strategic objectives.Worked with PACFLT, THIRDFLT, SEVENTHFLT, USS RONALD REAGAN, Carrier Air Wing FIVE, and EODGRU ONE to seamlessly coordinate the deployment of two recompression chambers to the isolated island of Iwo Jima. These actions fulfilled all elements of the Chief of Naval Operations mitigation plan and guaranteed the USS RONALD REAGAN was fully qualified to conduct maritime patrols and global deterrence.Led the command's operational planning for five international exercises.

Led 17 personnel across five communities and 10 combat ratings in day to day detailing and human resource management affairs for over 20,000 enlisted personnel. A special program, flag officer nominative position, executing policies, career mentoring and training quotas critical to the efficient distribution of Navy personnel. Led a working group that addressed the challenges and changes to personnel distribution brought about by changes to the Navy's physical readiness policies, providing recommendations to the division director on ways to meet the Chief of Naval Operations goal of optimum manning.Performed duties as the acting branch head, deputy branch head, ratings assignments officer, and assistant command duty officer.

Led the coordination, preparation, and training of 34 personnel, from four different commands, for deployment. Ensured all training and administrative requirements were met, organized watch teams, and managed battle rhythms, enabling the staff to pass its final evaluation problem with high marks from assessors. Led the CTG 56.1 current operations team while deployed to the FIFTH Fleet area of responsibility. Flawlessly tracked over 200 personnel over 14 multi-national exercises and multiple explosive ordnance disposal and diving operations to include hundreds of anti-terrorism/force protection dives, ensuring FIFTH Fleet objectives were met. Conducted mission analysis, planning, process improvement and force employment for US Navy explosive ordnance disposal and expeditionary forces. Performed responsibilities as a top secret and secret control officer, command duty officer, current operations officer, operations officer, and battle watch officer.

Led the largest company at Explosive Ordnance Disposal Mobile Unit ONE, consisting of 22 military, eight civilian personnel and ten specially trained marine mammals valued over $21M. Company commander of the Department of Defense's only marine mammal systems, a highly trained team providing underwater mine counter measure capabilities to the Department of Homeland Security and Geographical Combatant Commanders. The company exceeded all training requirements and completed all Navy mission essential tasks, culminating in the company passing its final evaluation during exercise DAWN BLITZ 2013. Completed over 200 hours of dive supervisor training, including 77 dives, 23 dive casualty drills, and over 100 hours of demolition safety training.Under my leadership nine Sailors qualified as Expeditionary Warfare Specialists, four as Diving and Salvage Warfare Specialists, seven were advanced, three were selected as Junior and Senior Sailors of the quarter, and two completed the Navy's SCUBA course of instruction earning additional Navy enlisted codes. Sought out by other officers for training and mentorship. Completed over 50 hours of officer, diving, and demolition training and assisted four company members in qualifying as SCUBA diving supervisors. I completed the arduous explosive ordnance disposal officer qualification process proving my ability to lead the Navy's premiere expeditionary force. Performed duties as a security manager, top secret and secret control officer, diving officer, command duty officer, and maintenance division officer. Responsible for planning and execution of explosive ordnance disposal, diving and salvage, and mine countermeasure operations.

Led a team of 8 explosive ordnance disposal technicians operating independently to render safe underwater and surface ordnance and improvised explosive devices. Led 200+ hours of explosive ordnance disposal specific tactics, techniques and procedures during a condensed training cycle. Ensured all platoon members were well-prepared for advanced level training by scheduling Fleet assets and training ranges for mine countermeasure and limpet drills.Qualified SCUBA supervisor and small boat coxswain within six weeks of checking onboard. Recieved MK-16 supervisor qualification withing eight weeks of reporting. Supervised 20 dives and over 850 minutes of mishap free total bottom time.Expertly led my platoon through the bi-lateral exercise TRIDENT FURY 2011 in British Columbia, Canada. I superbly integrated my platoon with Canadian explosive ordnance disposal, unmanned underwater vehicles, and marine mammal systems to successfully complete all operational taskings.Continually set high expectations for myself and my team. Under my leadership, two Sailors were advanced and three platoon members were selected as Junior and Senior Sailors of the quarter. I qualified as a demolition operations supervisor and re-qualified as a chamber operator, inside tender, and chamber supervisor, enhancing CTG 56.1 capabilities.Performed superbly a the underwater mine countermeasure liaison officer to the Japanese during exercise UNFIED SHIELD, planning and executing all mine countermeasure events alongside partner nation forces, greatly enhancing U.S.-Japanese interoperability.Managed the inventory and was responsible for maintaining all issued explosive ordnance disposal equipment. Conducted a through inventory upon taking charge of the platoon, and ensured 100% accountability of all equipment upon completion of deployment.

First class diver and instructor providing high-risk survival training for fleet aviation, ground forces, and selected aircrew from multiple Department of Defense services.Attained crucial qualifications in a six month period that normally takes staff members 18 months to complete making me an immediate and valuable asset to the command.Developed and implemented a Diving and Salvage Warfare Specialist training program designed to enable staff divers to gain this crucial, required designation within six months of reporting, reducing normal qualification times by 50%.Provided training for 17 different water survival curriculum.As a master training specialist I personally trained over 1100 students and assisted in the training of over 19,000 others. Received nothing but outstanding critiques from students and staff instructor evaluators. Responsible for all facets of a complex departmental training program that included Navy diver, aviation water survival, general military training, professional development, and safety training. Expertly maintained 20 individual high-risk instructor training records.Performed duties as the department training officer, emergency response team supervisor, building security, and recompression chamber supervisor. Provided quality assurance for all maintenance completed on critical diving life support equipment.Nationally registered EMT. Second class diver at a forward deployed explosive ordnance disposal command, providing emergency explosive ordnance disposal, weapons of mass destruction response, force protection diving, demolition, emergency hyperbaric recompression, and salvage support in the US FIFTH FLEET areas of operations.Maintained the only FIFTH FLEET recompression chamber, surface supplied diving system, and all associated diving equipment for the Navy's largest, most operational explosive ordnance disposal detachment at 100% readiness. Ensured zero discrepancies on the Navy Sea Systems Command certification of all dive systems.Routinely supervised senior personnel during the planning and execution of over 59 force protection diving operations in Bahrain, Seychelles, and Qatar. These efforts ensured the safe offloads of mission critical equipment and the safety of visiting U.S. high value assets.Responsible for the quality assurance for the overhaul of the command transportable recompression chamber to include the removal, testing, re-installation, and re-entry control of 18 composite flasks, 37 gauges, and 9 relief valves required to maintain the operational readiness of this diver life support system.
