I serve as the General Counsel for the Commonwealth of Kentucky's Public Protection Cabinet in the administration of the 63rd Governor of Kentucky, Andy Beshear. My duties include serving on the Cabinet's leadership team, and providing legal counsel to the Cabinet's ten divisions (Office of Claims and Appeals, Boxing and Wrestling Commission, Horse Racing Commission, Alcoholic Beverage Control, Department of Charitable Gaming, Department of Financial Institutions, Department of Housing, Buildings & Construction, Department of Insurance, Department of Professional Licensing, and the Kentucky Real Estate Authority). Serve as Executive Director of the Office of Legal Services, which is comprised of the attorneys that serve the Cabinet.

I previously practiced in the Land Use Section of the McBrayer Real Estate Department, where I served numerous private sector clients. I advised my clients on land use issues, including rezoning proposals, zoning ordinance text amendments, conditional use permits, variance requests, and development plan approvals. I also worked with my clients to obtain Tax Increment Financing ("TIF") from local and state governments. I assisted my clients as a government facilitator by coordinating with local government representatives to ensure timely approvals of needed permits and other governmental issues. I served as an Assistant Attorney General in the Office of Civil and Environmental Law. My primary practice areas included defending state employees in litigation, including general negligence and 42 USC Section 1983 claims, and defending Constitutional challenges to state laws and regulations. This included work at the trial and appellate levels. Additionally, I assisted in researching and drafting Opinions of the Attorney General, conducted general legal research, and completed other duties as required.

Duties were varied, and included representing the LFUCG in both plaintiff and defendant roles, advising departments and divisions of the government, assisting in authoring legislation, staffing meetings, providing guidance to boards and commissions, interpreting state and federal statutory obligations, assisting with and conducting employee disciplinary hearings, conducting legal research, and other duties as required.

Administered a federal grant program awarded to the Office of the Attorney General that updated Kentucky's outdated warrant system to an electronic database, accessible between jurisdictions. Implemented program in 99 of Kentucky's rural counties. Managed approximately sixteen employees. Responsible for planning, intergovernmental coordination, federal grant reporting, and employee management. Made presentations to various elected officials, the Kentucky Sheriffs' Association, the Kentucky County Attorneys' Association, the Kentucky Commonwealth's Attorneys' Association, the Kentucky Prosecutors Conference, and the Prosecutors' Advisory Council. Assisted in research and planning for long term funding and legislative solutions. Represented Attorney General's Office on multi-agency accountability team, and served as a point of contact for primary vendor.
