• Complied information from Joint Modernization Command sections, Army Program Manager’s offices and Army Test and Evaluation Command (ATEC) to brief the Joint Modernization Command Commanding General on the status of pre-program of record equipment that was tested in two Army Network Integration Evaluations, • Successfully developed qualitative evaluation questions and implemented collection plan that validated proof of concept of the feasibility of communication between ground voice and digital data prototype radio and airborne aircraft.• Created and executed a collection plan for qualitative and quantitative data with the Army’s Test and Evaluation Command in the official Army performance test of more than $1M of ground radio systems that was the source of the Army’s decision for continued system production. This radio is now in the active Army inventory. • Presided over a team of seven observers in collecting qualitative data through observations, interviews, and after-action reviews from operators of the test equipment during a five-week test and evaluation period to recommend to the Joint Modernization Commander on how to adjust doctrine, organization, training, materiel, leadership and education, personnel, and facilities (DOTLMPF) to increase future readiness.

• Commanded the 145-person Army aviation unit maintenance company, handling work application of maintenance man-hours including labor and leave management, personnel performance evaluations, administrative reprimands, implementation of safety and risk management protocols and personal financial oversight.• Executed both scheduled and unscheduled maintenance for major end items including 24 Army AH-64D Apache Longbow helicopters valued at $840M, thus achieving 6% higher performance rate than dictated Army standards over the span of a 12-month deployment.• Briefed the Combat Aviation Brigade Commander (Colonel/O6) weekly on maintenance status of non-mission capable aircraft ensuring that non-mission capable time was kept to a minimum by identifying, highlighting and solving part supply chain, soldier specialty or tool issues within the brigade. • Enabled the Production Control noncommissioned officer in charge (NCOIC) to plan and execute three company internal 500-hour phase maintenance of AH-64D helicopters which reduced aircraft non-mission capable status time by an average of 17 days versus the contractor supported 500-hour phase maintenance being conducted at Camp Taji. • Closely monitored more than $50M worth of aircraft repair parts, equipment and repair tools, with a 100% accountability rate. • Rendered high level of assistance in the update of Iraqi Air Force maintenance procedures and doctrine through introduction of Army maintenance doctrine. • Piloted daily exchange program which allowed Iraqi Air Force mechanics and technicians to build rapport and adapt best practices from U.S. Army mechanics and technicians. • Identified unfulfilled requirements for the Department of the Army by conducting monthly review of personnel and equipment shortages. • Adhered strict compliance with Army tool and equipment calibration, quality assurance, production control, and aviation petroleum analysis regulations and procedures.

This allowed undisrupted execution of the commanders training objectives in preparation for the unit’s next deployment.• Assisted in the execution of the distribution (issuing) and redistribution (lateral transfer) of unit property across the aviation brigade by working with the brigade property book officer and company commanders.• Drafted the battalion’s end item unit status report (USR) monthly for review by battalion executive officer.• Coordinated and monitored the battalion’s compliance with the Army’s Command Supply Discipline Program.• Drafted and managed an $11M training and pre-deployment budget for fiscal years 2007 and 2008. • Purchase and reconciliation authority for eight government credit card holders with a monthly budget of $40K with cumulative purchases that exceeded $200,000.
