Integrative Treatment Consultants is a health care consulting and government affairs firm offering a substantive set of services specializing in federal and state-level strategy and contract development as well as lobbying on behalf of patients, state agencies, provider groups, and biotech companies. Success is measured by the efficiency with which inefficient practices are replaced with functional policy that enables the implementation of advances in health treatment along with the concurrent modernization of delivery systems. Notable achievements: *Creating operating practices for start-up non-profits in the animal rights and vegan advocacy movement. Successfully implementing donor outreach campaigns, writing grant proposals, and efficiently growing fundraising efforts for proven financial sustainability. *HB 18-1007 authored bill and lobbied for its successful passage to remove barriers to mental and behavioral health treatment and reimbursement for Medicaid patients;*Built successful regional market access strategy and commercialization plan culminating in the addition of therapies, previously denied but proven effective to treat substance use disorder, to the PDL of 5 states' Medicaid plans and 11 managed care plans; *Strategic plan for 3 Medicaid programs to decrease rural health provider shortages by implementing a contract that maximized tristate portability of Medicaid coverage in rural Idaho, Wyoming, and Colorado; *State Medicaid policy expertise and communication strategy produced a victory on behalf of a provider coalition, whereby a closed-network healthcare system obliged requests for parity by reimbursing opioid treatment providers; *Multi-state strategy delivered relationships between Medicaid program administrators and a commercial insurer to initiate reimbursement for previously unreimbursed mental health treatment;

Principally responsible for all aspects of contract development, policy analysis, strategies to resolve revenue cycle barriers, and lobbying on behalf of business interests for an organization that provides SUD treatment to over 5,000 patients annually. Contract successes included: increasing the number of payer contracts from 2 to 18, subsequently generating new yearly net revenue over 4 million; incorporating default language into all LOAs, leading to a 30% decrease in quarterly accounts receivable; and creating templates for QSOAs, BAAs, LOAs, and MOUs. Direct lobbying to state agencies and commercially subsidized plans led to the unprecedented inclusion of Methadone in contracts with the three leading commercial insurers in CO. Managed 5 people across 3 departments to collectively achieve strategic development goals, earning "outstanding" yearly evaluations.

Established internal audit criteria and instituted quarterly benchmarks to meet corporate revenue requirements. Initiated five initial payer contracts with Medicaid, Medicare, and commercial insurers for a new behavioral health clinic in Pittsburgh, PA. Payer contracts supported intensive outpatient treatment to 600 patients over two years.

Performed statistical modeling and reporting for two research projects sponsored by the School of Public Policy. Research topics included third-party review of government-sponsored projects and measuring market concentration. Published independent research on market share and market power in the Pittsburgh metropolitan hospital market.
