About Jacques Ouellet

Dr. Jacques Ouellet has 37 years of mining and management experience. He is now principal for shaft & Hoisting at BHP Billiton. He was lead in the complete design of the shaft steel and station levels for both services and production shafts. Previously he was manager of the Tetra Tech mining division across Canada and UK offices. He has comprehensive open pit and underground mining expertise gained from projects located around the world. Jacques has been lead engineer on front-end studies as well as detailed engineering projects including tunneling, mine shaft sinking, underground development, and rock slope stability analysis. He is a designated Qualified Person for mining NI 43-101 studies and performed Due Diligence for mining projects. These projects often required innovative designs from his team. He has also been responsible for providing engineering, procurement, and quality control services in a safe and efficient manner. Jacques has worked on major projects for companies such as Cameco, BHP Billiton, and Agrium. He held a tenured position as professor in mining engineering at McGill University, a period during which he was teaching rock mechanics, blasting and surface mining. During his academic career he conducted research on mine backfill, drilling technology. He published numerous scientific papers as well as patents in relation to application of electromagnetic energy to assist rock breakage, mine backfill, experimental rock mechanics and ground control case studies. He presented in many International Conferences and collaborated in research and projects nationally as well as Internationally. His master degree was focussed on geotechnical engineering. He provided consulting services on civil engineering project over the years and filled the role of geotechnical examiner for OIQ from 2002 to 2007, in charge of testing applicants for the practice of geotechnical engineering in Quebec.

    Was the engineering authority and responsible for all engineering tasks for the mining conractor in all its North American projects. Create an engineering department to support contracting operations across North America as well as providing studies services to our external clients. After 3 years our engineering department was comprised of 12 employees including 2 estimators, one superintendant, one senior project manager and 8 engineers (mechanical, structural and mining). During these years he conducted numerous studies on Uranium and Potash mining projects. He directed the engineering team that developed the shaft sinking project for a major potash mine expansion. He was the lead design engineer for the sinking, grouting program design and shaft liner design from conceptual level through EPC level. Jacques developed an in depth trechnical knowledge for shaft sinking, shaft liner design and ground freezing. Working in the mining contractor industry he acquired a solid practical experience of construction project.

He developed a unique and extensive expertise in mine fill QA/QC programs and procedures. During his tenure he was teaching the following courses in the mechanical engineering curriculum: Vector mechanics (Static & Dynamic 6 credits) Solid mechanics (3 credits), Material Science (2 credits), Professional Practice. From 1989 to 1997 was an administrator of the research unit (URSTM) as well as a member of its advisory board regrouping representatives form industry and academia. This unit initially started with one professional and one technician. In 1997 it regrouped 5 associated researchers, 3 professionals, 4 technicians providing laboratory services in rock mechanics, soil mechanics, mine backfill and PAG testing. It was also suporting graduate reasearch programs with postgraduates coming from abroad.
