LPU (large power user) Electricity Meter Audit – SMEC has been mandated by the Department of Revenue Services (Electricity) to complete an audit of specifically identified Large Power Users (LPUs) within specified areas under the jurisdiction of the City of Ekurhuleni.

Jacques was appointed as an Electricity Metering Specialist Consultant by SMEC Ghana as Project Engineer and Project Manager under the contract for Program Management Consultant for the Millennium Development Authority (MiDA). This contract is for MCC funded Smart Meter and Smart Prepaid Meter Management System deployment in Ghana, West Africa. The scope of the project covers integration of multiple legacy smart electricity metering systems into a single smart meter platform able to cater for existing 1.5 million meters scalable to 3 million meters including STS TID (key roll over) that must happen before 24/11/2024.The project scope is for the design, supply, delivery, installation, configuration and commissioning of hardware and software for:1) A Centralized Meter Management System (MMS) with enough capability for scalability to cover entire ECG operational Areas for the next ten (10) years and providing a joint infrastructure for a;i Prepayment system based on Standard Transfer Specification (STS).ii Advanced Metering Infrastructure (AMI) system with head-ends for real time access to Smart Metersiii Meter Data Management System (MDMS) that interfaces with all metering systems to providea. A single interface for other applications to access all metering data/information (both commercial and operational).b. Long term archiving of data from all smart meters for billing, operational monitoring, and engineering studies.The system will cater for 3,000,000 customers, 29 Bulk Supply Points, 108 Primary Substations, a further 12,206 Secondary Substations and Energy Sales of 8,000,000 Megawatt-hours.

Jacques was responsible for defining and overseeing the development and production of a whole range of NEAT prepaid electricity, water and gas metering products. He was also instrumental in defining the companies flagship STS vending management system (VMS). In his role as chief engineer Jacques spent considerable time at the company OEM manufacturing facility in China where he was exposed to Chinese manufacturing philosophies and quality systems. Jacques has left behind a range of STS approved products consisting of a full feature STS Vending Management System, 5 electricity meters (BS,DIN, 1P and 3P), 2 STS water meters and 1 STS gas meter.Jacques is continuing to expand his knowledge and building on the experience gained in Chinese and Asian manufacturing.
