Graduated in Engineering (Québec), in Spanish (Malaga), in Business Administration (MBA - Paris) and in Economics (Ph. D.- London School of Economics). After five years in Europe, two years in Latin America and twelve years in Canada, has been assisting African countries for more than fifteen years in the formulation and implementation of effective science, technology, innovation and knowledge strategies and policies for revealing a distinctive style of modernity in the African region.
