Jacque Spence co-founded Canvasback Missions, a 501(c)3 non-profit organization in 1981 and since its inception has served as Executive Vice-President and Secretary-Treasurer. She developed medical and dental outreach programs for the outer-islands of the Republic of the Marshall Islands and the states of Chuuk and Kosrae in the Federated States of Micronesia. As the organization grew, she organized volunteer surgery programs that brought specialty care to the Republic of the Marshall Islands, Federated States of Micronesia, and Republic of Palau. In 2004, the Republic of the Marshall Islands asked Canvasback to help combat an epidemic of type II diabetes in the country. Jacque helped secure a US Department of Defense Grant and acted as the Chief Financial Officer for a research project entitled Diabetes and Wellness Outcomes Research for the Republic of the Marshall Islands.” Through this funding, she was instrumental in creating the Canvasback Diabetes Wellness Center on the island of Majuro and acted as its co-director.Prior to founding Canvasback Missions, she received her Merchant Marine Master’s license and was the First Mate and Navigator of the 31-foot Searunner trimaran that sailed across the Pacific from California to Australia from 1973-1980. At the beginning of Canvasback Missions, she helped to build a71-foot welded aluminum U.S. Coast Guard certified medical catamaran named Canvasback which brought medical relief to Micronesia. Outside of Canvasback, she has served on the Board of Directors of VOENA Children’s Troupe, which teaches children ages 5-18 ethnically diverse music, instilling in them an appreciation and enthusiasm for different languages and cultures. VOENA participants sing music from many countries, all in the native language, promoting peace through the exchange of culture.

  • Over 40 years as Corporate Secretary-Treasurer of Canvasback Missions • Established the non-profit organization in accordance to IRS standards. Wrote the Articles of Incorporation and Bylaws. Instrumental in establishing Advisory Boards and Committees for the Organization • Assisted in building Canvasback’s flagship, a 71-foot catamaran - the world’s largest two-masted sailing catamaran to U.S.C.G. specifications • Established financial management accounting and reporting systems to meet non-profit accounting and government grant reporting requirements. • Since 1981, established an accounting system for the organization that is reviewed internally and audited annually by a Certified Public Accountant who is credentialed to review and issue opinions for Government Accounting as approved by AICPA. • Since 2005, implemented additional controls and reporting measure to meet specifications necessary for review by BAO and Department of Energy auditors. • Since 1981, provided records and books necessary to prepare Federal and State of Oregon and State of California tax returns. • Manage the corporate office with a full-time staff of three people and a part-time staff of five. 1981-present
