Founder and managing principal of a strategic planning firm, focusing in resiliency, municipal planning, and organizational management. Projects included drafting Multifamily Tax Exemption (MFTE) and inclusionary housing standards, policy analysis for a housing action plan, preparing a multimodal transportation plan, USACE 404 permit for a culvert stream crossing, BLM right-of-way grant application, local land use approvals, development feasibility studies, and more.

Managing the Utilities Technical Review Committee and serving as the County's primary point-of-contact on all water, wastewater, and school siting issues. Preparing legislation for adoption by the County Council. Reviewing proposed legislation by the State for local impacts. Managed a consultant team to prepare an equity-based report on ADU feasibility and impacts. Serving as SEPA Responsible Official for utilities projects.

Managed a staff of five. Worked on economic development, trail easement acquisition and trail design, environmental issues, current planning projects, and hazard planning in a mountain resort community.

Oversight of Long-Range Planning Division to include: Comprehensive Planning; Management of Transfer-of-Development Rights program; Department-wide responsibility for budgeting and organization.

Duties include: budget and policy analysis, multi-disciplinary project management, Transfer of Development Rights program administrator, US Census local point-of-contact, and GIS mapping.

Prepared oral and written presentations before the City Council and Planning Commission. Completed Comprehensive Plan update with no consultants or budget. Also oversaw update and adoption of Transportation Plan. Served on the Wood River Watershed Collaborative and prepared a City Employee Housing Plan.

Managed a staff of seventeen to include approving timesheets, developing and tracking budgets of $2.2 million, mentoring, and handling confidential personnel issues. Prepared and reviewed staff reports for the Planning Commission and Borough Assembly, conducted public hearings, and made recommendations to lawmakers and commissions as necessary. Supervised platting, current and long-range planning, and demographic research divisions. Special projects included drafting ordinances, economic development, applying for grants, grant administration, and joint studies with other state and federal agencies. Acting Director for October 2012, April 2013, and May to September 2014.

Developed standardized Memoranda of Understanding for partnerships with local agencies. Managed work orders and contracts for third-party consultants. Tracked budgets and invoices. Evaluated Environmental Impact Statements for content and accuracy. Reviewed plans for regulatory compliance and issued permits. Also worked on permit streamlining and Accela system enhancements.

Coordinated federal (NEPA), state, and local permitting efforts (including an EIS) for interstate high-voltage electrical transmission lines in the western US; conducted siting studies, feasibility analysis, and routing determinations using GIS software and databases. Coordinated budgets, forecasting, and resource loading for multiple projects including several with billing up to $1 million and one project in excess of $14 million.

Current plan review and permitting. Pre-application meetings with developers and pro-forma development. Long range planning work included two community master plans, a specific plan, creation of a Hillside protective ordinance, update of the General Plan and the Housing Element, and more. NEPA/CEQA lead agency duties. Managed third-party consultants. Administered the City’s Mills Act and Historic Preservation programs. Supervised 2 FTEs and 2 PTEs.

Continued work from previous employer (Pacifica). Instrumental in completion of grant applications, two water system master plans, a water resources plan, NEPA/CEQA documentation, and other services for over a dozen municipalities. Provided staff GIS and CADD training. Also assisted with marketing efforts and business development.

(Subcontractor of MWH for the Los Angeles Department of Water & Power) Performed hydrogeologic studies under limited supervision. Supervised staff, attended client meetings, conducted public outreach meetings, and assisted with EIS preparation and USACE 404 permitting. Created several comprehensive MS Access databases. MODFLOW modeling and SQL programming.
