The Florida Center for Health Information & Transparency is responsible for collecting, compiling, analyzing, and disseminating health related data with the purpose of developing public policy and promoting the transparency of consumer health care information. The Florida Center also administers the Florida Medicaid Promoting Interoperability Program, provides governance of the Florida Health Information Exchange, and administers the Emergency Patient Look-Up System during declared disasters.

• Interpret and apply federal rules and guidelines for hospitals participating in the Medicaid Electronic Health Records (EHR) Incentive Program• Draft and submit the Implementation Advance Planning Document and the State Medicaid HIT Plan to secure federal funding from the Centers for Medicare and Medicaid Services• Manage the Promoting Interoperability Services contract with the Florida Department of Health• Manage the Health Information Exchange services no cost agreement and the Event Notification Services Single Source agreement • Coordinate with agency stakeholders to ensure appropriate application of federal rules• Make Promoting Interoperability program website updates including posting learning opportunities, events, tip sheets, FAQs, and presentations• Draft competitive procurements to securing State Term Contract vendors• Create and administer surveys to identify program gaps and targeted outreach plans• Prepare and analyze data for program metrics and funding projections• Provide technical assistance to Florida Center staff on contracts and procurement development

• Prepared and routed Department contractual agreements and amendments• Coordinated and facilitated the routing and tracking of reviews and approvals to ensure timely executions• Input and tracked contract information into the Automated Contract Management System, State Contract Management System, and FLAIR• Developed procurement policies, procedures, and related process flow charts• Drafted the 90-day spending plan for the Contract Administration & Purchasing Unit

• Managed and coordinated projects involving asbestos, lead, and mold removal and remediation at high profile facilities• Supervised work crews ranging from 5-35 employees, depending on project size• Created and maintained daily reports to track man-hours, productivity, project timeline, air monitoring schedule, inventory, payroll, and safety issues• Inspected job progress and coordinated final visual and air sampling clearance
