As Director of Corporate Affairs, Mr. Gracia will oversee and manage the strategies and activities relating to corporate, external, and internal operations and be responsible for having a 360° stakeholder approach. He ensures that all operations maintain consistent quality and delivery standards and that their impact and outcomes are measurable. Mr. Gracia is the firm's business partner and influential advisor as part of the Company's senior leadership and helps ensure service delivery excellence for the management team and employees.Mr. Gracia also leads TWG's B2G practice, helping businesses thrive in the complex world of federal contracting. He provides expert guidance to navigate government procurement's intricate regulations and processes, from market identification to successful client engagement.

Mr. Gracia served as Director for Strategic Enterprise Programs at the Department of State, in the Center for Acquisition Experience (CAE), Bureau of Administration, Office of the Procurement Executive (A/OPE). He led programs for the new Acquisition Experience (AcqX) program across the Department. This program defines AcqX as the perceptions and touchpoints professionals, customers, and stakeholders have of the OPE brand, based on their collective touchpoints with the Acquisition ecosystem.In this role at the CAE, he also led efforts to establish Innovation and Industry Liaison programs for the Department. Further, he was responsible for dedicated program management of A/OPE IT investments in the cognitive procurement tools portfolio, including Robotic Process Automation, Artificial Intelligence, and Machine Learning capabilities designed to reduce friction for State procurement professionals, improve outcomes for their customers, and better engage with their industry counterparts. Mr. Gracia also provided leadership to reimagine the role of Category Management, Vendor Management, and Value Engineering at the Department and assisting with steering Supply Chain Risk Management, Diversity, Equity, Inclusion, Access, and Sustainability initiatives.

Oversee development of the Procurement Innovation Branch (PIB), in the Office of the Chief Procurement Officer (OCPO), aimed at transforming the procurement culture at IRS with innovative acquisition techniques across the enterprise. Lead development of transformational change for the IRS to promote best practices and share lessons learned, as well as managing risk-taking through continuous engagement with procurement customers through nurturing and facilitating the development of innovative contracts, services, Robotic Process Automation (RPA) solutions, practices and strategies that improve performance, services and value to the IRS.Work across the IRS enterprise to work with customers looking to innovate and modernize technology policies and programs, and actively drive collaboration with internal and external stakeholders to find emerging technology and Artificial Intelligence (AI) solutions to facilitate innovative contracts and mitigate contract risks through modular contracting techniques. Provide expert guidance, tools, contracts and resources enabling IRS to buy emerging technologies and IT more effectively and efficiently through partnerships with private industry, academia, and Government entities.Lead Customer Experience (CX) initiatives for the Office of Chief Procurement Officer. Work with internal and external stakeholders to drive continuous improvement in operations, lower procurement risks and work to streamline and reducing impediments to successful interactions and outcomes with procurement customers.Develop and execute outreach strategies, focused on building stronger relationships and increasing strategic communications in support of innovation and building partnerships across government, industry, and within IRS to integrate emerging technologies into IRS procurement operations.

As Section Chief for Contract and Finance Management for the The National Risk Management Center (NRMC), an office of the Cyber Security and Infrastructure Security Agency (CISA), provided expert counsel to senior leadership and procurement staff on key acquisition concepts including all phases of federal acquisition and procurement processes and related laws and regulations. Advised senior leadership regarding the appropriate acquisition strategies to achieve the mission of the organization and the agency.Led efforts to devise innovative solutions and to develop and promulgate supplemental policies to meet the unique situations and needs of the NRMC, using agile acquisition techniques in conjunction with The TechFAR Handbook, Digital Services Playbook, collaboration on projects with the Procurement Innovative Lab (PIL), and Other Transaction Authority (OTA) to streamline procurements.Promoted enterprise-wide acquisition process improvements; strengthening procurement-related controls and data quality; enhancing contract oversight/monitoring; establishing suitable acquisition goals and metrics; and enhancing and maintaining an integrated procurement system.Provided executive supervision and leadership over NRMC's contracting activity.
