Addressed: termination of services, withdrawal of the workforce, closing the supply chain, accounting for property, closing out subcontracts, change management, decommissioning facilities, and financial accounting. Project: DynCorp International proposal efforts: supervised the development of the BOE, developed CONOPS, provided technical writing and resource estimating. Results: Submitted proposals for US and UK military logistics and life support projects in Afghanistan, Africa, and for an Oil company in the Caribbean. Project: Afghanistan Director of Logistics stand-in (3 weeks) Results: Conducted Scope vs Government Expectation Gap Analysis, Identified 13 contract items where the customers expectations differed from contractual requirements. Responsibilities: Serve as the lead representative for Agility on the Dyncorp LOGCAP IV Rapid Deployment Team responsible for the start up or transition of all logistics functions on new LOGCAP IV Task Orders; Develops Basis of Estimate (BOE) and Concept of Operations (CONOPs) for task order proposals in the functional areas of transportation, movement control, freight forwarding, and material handling equipment operations.Results: Developed the BOE and CONOPs for 60% of the first transition task order awarded under LOGCAP IV. Assumed responsibility for failing task order transition; turned it around within 6 weeks. Developed the transportation BOE and CONOPs for the awarded Afghanistan Task Order. Deployed to Africa twice to provide short term logistical support to Joint Special Operations Task Force units. Acted as interim program logistics director for over one month.

Responsibilities: Supervised a four person container management team tracking all inbound containerized cargo en-route to Coalition Forces in Afghanistan. The container pipeline averaged 4000 containers in transit with a daily throughput of over 100 to locations across Afghanistan.Results: Developed a trend analysis report that provides military decision makers at all levels visibility of the chokepoints in the container pipeline. This report put focus on a significant backlog at the ports in Pakistan and a problem with over ordering. As a result the backlog was cleared.
