DHMSM oversees the acquisition and deployment of MHS GENESIS, a modernized electronic health record (EHR) for Service members, veterans, and their families.

The mission of the Federal Electronic Health Record Modernization office is to implement a single, common federal electronic health record to enhance patient care and provider effectiveness, wherever care is provided.

Ensures that appropriate budgetary, contractual, strategic, and human capital resources are in place to support the planned IM/IT investments. Develops, maintains, and oversees the IM/IT budgets and ensures compliance with guiding fiscal regulations, policies, and procedures. Drives IM/IT policy and strategic planning; as well as, workforce strategy, planning, development, and support programs for IM/IT resources. Responsibilities apply to internal and external policies and resources that support various Navy Medicine facilities.Areas of responsibility include:IM/IT Business Strategy: Develops the organizational IM/IT strategic planning, development, and performance measurements.IM/IT Policy: Manages the monitoring and review of new and existing overarching IM/IT policy, facilitates the policy development plans, authors Navy Medicine IM/IT Policy, and facilitates policy signature and distribution.Financial Management: Oversees the development, prioritization, and submission of: the Navy Medicine IM/IT Program Objective Memorandum (POM), Unfunded Request (UFR) List, IT Spend Plan, data calls and audits, IT 53 Support and other IT financial documents. COR of the internal multi-million IM/IT contract obligations in support of CIO Office.IM/IT Workforce: Engages in issues relating to organization structure, mission requirements, functional responsibilities assignment, FTE use, human resources (staffing and career development). Identifies standards and guidelines, educational and training certifications, accreditations, establishing policies, and promoting industry best practices to maintain the most highly effective IM/IT workforce available for Navy Medicine.

Serves as the Navy Medicine CIO’s primary advisor with the Bureau of Medicine and Surgery (BUMED), the Department of the Navy (DON), and the DoD Military Health System (MHS) on IM/IT workforce management matters. I specialize in issues relating to organization structure, mission requirements, functional responsibilities assignment, FTE use, human resources (staffing and career development), and responsible for identifying standards and guidelines, educational and training certifications, accreditations, establishing policies, promoting industry best practices to maintain the most highly effective IM/IT workforce available for Navy Medicine. Provides Project Management support of clinical/business enterprise metrics to support Navy Medicine’s dashboard.

Provided executive-level support to the Navy Medicine CIO in areas including IM/IT strategic, business and annual plans, IM/IT business process reform, policy formulation, assist in planning and developing IM/IT policies. Worked with the CIO staff to set program priorities, policies, defining objectives, and ensuring fulfillment of courses of action to achieve goals in accordance with Navy Medicine, MHS and Navy plans. Make recommendations to the CIO and Navy Medicine senior leadership on IM/IT issues and ensure that decisions, actions, and results are attainable, cost effective and within established policies, industry best practices, standards, and guidelines.

Manager for the Category 1 contract providing direct programmatic support to the Defense Center of Excellence for Psychological Health and Traumatic Brain Injury (DCOE PH and TBI), managing a team of contractor employees comprised of Acquisition/Procurement, Budget, Costing, Finance, and Senior Administrations. Served as the direct liaison between flag level, senior military and civilian personnel on the daily operations of the DCOE PH and TBI. Oversaw the development of the DCOE PH and TBI acquisition contracts and financial POM.

Directed, executed, and managed executive Department of Defense HA/TMA tasks in response to Congressional inquiries and Secretary of Defense requests, regarding financial/budget management and other programmatic issues. Lead on comprehensive Knowledge Management capabilities. Subject Matter Expert as organization's Freedom of Information Act (FOIA) representative. Managed contractor employees, providing Knowledge Management and Records Management support.

Provided executive support to the Program Executive Officer's (PEO) of the Joint Medicine Information System (JMIS) office and senior staff; including detailed analysis, expert evaluation and sound recommendations on technical, financial/budget, and program management issues involving IT based on knowledge and experience in the MHS/TMA and the systems used by the Service Medical Departments. Provide expert guidance to on administrative matters.

Provided administrative assistance in the preparation of the Quarterly IPR to the PEO, to include reporting of financial/budget status, related issues and proposed resolution. Managed administrative functions and oversaw administrative duties in program office.
