•Provide professional and technical support to the Guam Power Authority (GPA) on an as-required basis in support of existing GPA staff and existing professional consultants to manage the overall development of the infrastructure program required to meet existing and future needs; •Provide management services to report on compliance or come into compliance with environmental notices issued by the United States Environmental Protection Agency (USEPA) and/or Guam Environmental Protection Agency (GEPA); •Obtain construction and operational permits from USEPA and GEPA; •Prepare and coordinate, or review and comment, on environmental documents to comply with EPA requirements.

The compliance emphasized the environmental regulatory areas including RCRA, Subparts C, D, and I; EPCRA; FIFRA; NEPA; CAA; CWA; SDWA; TSCA; Environmental Program Management; and Hazardous Materials Management.•Served as team support for an environmental health and safety compliance assessment performed at NOAA facilities in Washington State and South Carolina. •Responsibilities included researching state and federal regulatory requirements, planning and conducting field audits, managing and preparing reports.•Participated in the data collection of the Water Resource Management Plan for the North Carolina Army National Guard

•Responsible for the management, administration and daily operation of the Waste Consolidation Site and Chemical Redistribution Area (WCS-CRA) for the Arkansas Army National Guard (AR ARNG) at Camp Joseph T. Robinson in Little Rock, Arkansas. •Provided Guidance to AR ARNG personnel turning in excess hazardous chemicals and waste to the WCS-CRA; •Acted as a liaison between the AR ARNG and the Defense Reutilization Marketing Office (DRMO) and the Arkansas Department of Environmental Quality (ADEQ); •Ensured all wastes are properly identified, characterized, and segregated for incompatible storage within the requirements of ADEQ Regulation 23 Hazardous Waste Management and DLAI4145.11/NAVSUP PUB 573 Storage and Handling of Hazardous Materials; •Ensured all hazardous material and waste were properly packaged and assigned proper shipping information in accordance with 49 Code of Federal Regulation Transportation; •Generated and managed waste disposal records utilizing the User-Based Army National Guard System (U-BANGS) to ensure proper disposal of waste through DRMO;•Coordinated with DRMO for transporting and disposing wastes generated within or by AR ARNG personnel; •Maintained a “cradle to grave” filing system for waste disposal; •Served as an instructor during numerous training events for the AR ARNG. The curriculum was developed to train shop level personnel to properly manage hazardous chemicals and waste. The training also provided asbestos, radioactivity and spill response awareness.

•Conducted multiple Phase I site assessments and collected potentially hazardous environmental media samples using an Oklahoma Department of Environmentally Quality approved superfund site sampling protocol.•Data Manager for CERCLA superfund site remediation projects; •Conducted data review, data entry, and creating databases using Microsoft Excel and Microsoft Access to manage remediation efforts in Bartlesville and Blackwell, Oklahoma. •Site Safety Officer (SSO) for superfund site remediation, waste removal and solid waste segregation at Fort Chaffee Maneuver Training Center, Arkansas. SSO duties included daily calibration of multi-media monitoring equipment, daily safety briefings, and daily safety inspections. •Assisted in the data collection of multiple Spill Control and Countermeasure Plans (SPCCP) and Integrated Spill Contingency Plans (ISCP) for the Marine Corps Base in Kaneohe, Hawaii, the Arkansas Army National Guard and the Oklahoma Army National Guard.
