City of Baltimore• Built a Transformation Management Office for the City of Baltimore to allow them to fully execute the Mayor’s Strategic Action Plan through outcome realization and fiscal responsibility with the use of the City’s taxpayer dollars and American Recovery Program funds.• Supported the development and communication of a Transformation Management Office operating model, including roles and responsibilities, governance structure, processes, tools and templates. James was actively involved in the activation of the TMO and worked with Deputy Mayors and Agency Heads to support them in the execution of the Mayor’s Action Plan. • Aided the deployment of EY’s proprietary Transformation Hub (T-Hub) platform to manage the end-to-end transformation process of defining strategy and linking it to execution and value realization. Baltimore’s City Agencies will leverage T-HUB to track and evaluate the progress of the Mayor’s Action Plan and the realization of its desired outcomes. It will also allow Agencies to manage their Performance Plan and work towards realization of performance measure targets.

U.S. Army General Fund Audit• Transitioned from the Strategic Communications and Assessments team over to the Army Project Management Office where he worked across project management functions including resource management, systems access management, contractual compliance, and onboarding for over 400 EY and subcontractor resources. • Pioneered a new onboarding process and developed a SharePoint website that communicated pertinent contractual information and follow-up steps for all new engagement members. • Automated sections of the onboarding process using Microsoft Flows, which synergized multiple SharePoint lists, Outlook emails, and Excel spreadsheets.• Led the Operations team on the Strategic Communications and Assessments team where he oversaw, coordinated, and managed the day-to-day requests, activities, and responses to the client for the General Fund. • Supported activities associated with developing and monitoring delivery of communications and training activities for the broader audit strategy. • Oversaw the consolidation, reporting, and presentation of Army governance forums, presenting to senior officials on a monthly and quarterly basis to represent audit progress.
