Reviews Open Source, Federal data and Industry based cyber threat intelligence sources to ensure any and all potential or existing vulnerabilities are identified, monitored, and analyzed to within our networks and helps to provide actionable intelligence to the Cyber Security Operations Center (CSOC) teams. Maintains constant collaboration with the CSOC teams to define, implement, and evaluate countermeasures and defenses, ensuring the organization's cyber defense posture remains strong. Produces C-Suite level end-to-end intelligence products that are supported by expert analysis with detailed reports that educate and advise on how we can mitigate or eradicating cyber threats of all sophistication levels, ranging from commodity malware to advanced persistent threats (APT). Provdes recommendations for both short and long-term adjustments to controls, enabling quick and effective identification, containment, and remediation of potential threats while providing guidance on tuning signatures, rules, alerts, parsers, and custom scripts to optimize security systems for detecting and responding to emerging threats.• Created and presented 24 targeted Cyber Threat Intelligence reports, driving data-backed decision-making for executive strategy efforts and were crucial in building the spending plans for cybersecurity initiatives for the 2023–2028 long range budget planning across five business verticals• Designed 14 threat actor scenarios using the MITRE Frameworks, Cyber Kill chain Models, NIST CSF and OWASP top ten. These drills provided real world scenarios through proactive analysis of current APT group tactics and gave insight on direct impacts to high-risk network and application assets• Led and facilitated the 2023 and 2024, Company-wide, Cyber Security Incident Response Plan, Operational Testing Exercise. By bringing the process in-house the company was able to save over $275,000 in third party costs for testing, lessons learned documentation and vendor travel.

Supported clients by partnering with teams to address cybersecurity and business resiliency needs to improve overall business processes and enhance cybersecurity response efforts. We were able to provide this support by implementing industry leading practices regarding industry specific cyber risks and focusing on areas that provided the most support to recovery operations. My teams developed secure recovery technologies which integrated with customers’ existing security environment and were able to develop multi-tier response or recovery plans as needed.• Developed and conducted ten tabletop exercises for Fortune 500 clients, the in depth exercises allowed organizations to find specific areas for improvement and helped in crafting actionable individually tailored response plans that enabled readiness and improved defense against sector-specific emerging threats.• Presented 17 Cyber Threat intelligence products to Client C-Suites, information included current cyber threat landscape, proactive cybersecurity risk mitigations and current environment analysis which directly assisted in the development of innovative threat identification strategies and response playbooks.

Consulted for the Air Force Cybersecurity Operations Group, assisting in the development of additional training pipelines and overall manpower employment. Consulted with executive leadership on cybersecurity manning revisions in response to NSA and United States Cyber Command requirements. Product Tool Champion for a Virtual Machine Learning Environment Platform. Executed sprint iteration reviews, advised stakeholders on product development, and assisted in managing scope and expectation for future tools development. Conducted multiple product demonstrations and organized feedback for the development team. Created an organic demonstration feedback form and educated company interns on data analytics and trend analysis.

Served as executive-level leadership with responsibility for all aspects of strategic planning, implementation, and budget analysis for over 35 separate programs ranging from DOD Network modernization to National Intelligence Collection Methodologies and reporting. Primary coordinator for responses to Secretary of Defense Initiatives and Congressional inquiries regarding DOD intelligence program accountability which included open-source collection methods, collections on US Persons, reallocation of defense spending against training deficits and asymmetric operations.Worked hand in hand with other executives to develop a continuously evolving Ready Relevant Learning (RRL) modules, a transformational training initiative, for the Intelligence enterprise. Providing specialized training to the entire workforce at key career points maximizing efficiency and developing technical subject matter experts. while reducing training timelines by 25%.Correlated data and non-standardized data sets to effectively provide executives with effective strategies and ways forward to achieve new and innovative ways to identify, develop, and provide analysis of alternatives under competing timelines for Department of Defense Equities.

Identified approximately 35 process vulnerabilities and inefficiencies within information technology systems and intelligence collection efforts. Within three months I staffed and led a cross-functional teams of 22 personnel in the evaluation and modernization of command capabilities. These updates increased evaluation scores for 15 programs bringing each program into 100% compliance of Department of Defense policies. Led the Intelligence and Analysis department, designed and developed the first of its kind, Geospatial and Operational Intelligence Division capable of providing: 24-hour mission support, intelligence products, classified briefings, and simulated hostile engagement exercises.Staffed and managed the company IT department which processed over 1,400 trouble tickets, maintained deployable network servers and ensured the security of forward deployed network infrastructure. Additionally, developed 4 reporting and metric training manuals to decrease positional training timelines ensuring faster placement into rotational helpdesk positions.

Hand selected to lead 13 military and civilian personnel in the relocation and establishment of a new field office in Arlington, Virginia. Successfully completed transition ahead of schedule and $100K under budget. I managed the full procurement and outfitting of operational workspaces which included IT asset/infrastructure updates and electronic site security with a budget of $370,000. Acted as liaison point of contact for all Intelligence coordination with CIA, DIA, FBI and NCIS leadership and Key Intelligence Community member responsible for development and testing a new cloud-based management system. Briefed and advised executive-level decision makers on the new system, ensuring adoption and implementation. This resulted in a 28% reduction of dual registry errors and complete asset compliance with the Office of Under Secretary of Defense Intelligence and Science. As Assistant Training Officer, oversaw qualification and professional development for 66 personnel, identifying courses to improve leadership and collaboration, increasing workplace qualifications by 55% and enhancing command capabilities. Managed an annual training budget of $500,000.

Established Policy and Procedures for new analytic cell team. Led and instructed seven personnel in the qualification and seamless integration into a 24-hour, 7 day a week watch floor. Authored two operating procedure policies and quick look recognition guides for 12 South American countries, while creating the first naval geospatial analytic support cell out of Fourth Fleet.Created and operated a standalone, digital repository system, used by Special Operations Commands supporting tactical operations.As Experimental Program EvaluatorHand Selected by Fleet Geographic Commander, to head the evaluation of 3 multinational experimental Programs. This included National Counter Narcotic efforts, South American Liaison Coordination Officer placement and Joint Maritime Domain Awareness operations in concert with the Royal Netherlands Navy.Evaluated Army, Navy, Coast Guard and Law Enforcement training curriculums, conducted a feasibility study of in-person versus remote support, and identified short-term vs long term support Pros and Cons.Projects owned included OPERATION MARTILLO, Countering Transnational Human Trafficking and Self Propelled Semi-Submersible interdictions at sea. These were all previously unexplored programs which required complete ground-up creation resulting in the Navy committing to two recommended projects.Successful execution of recommendations resulted in the command establishing a permanent Countering Transnational Organized Crime branch which increased Partner Nation Support. Effective program reviews displayed a budget savings of over $15M in unnecessary spending.
