Mr. Blais is a Senior Program Analyst at Leidos. He has more than forty years of professional experience in financial management, budget and cost analysis, program management, personnel and resource management, and training. His expertise includes performing cost-benefit analyses, budget formulation and execution, financial analysis, business process reengineering, program metrics development, program and progress analysis, and other analytical analyses. He is also an accomplished instructor and course developer. He has taught Planning, Programming, Budgeting, and Execution (PPBE) as well as a wide-range of financial management courses; and has written or developed instructor led and computer based training courses. While on active duty, he held various management and supervisory positions within the Air Force cost and budget analysis community. Currently, Mr. Blais supports the National Nuclear Security Administration (NNSA), Defense Programs (DP), Office of Materials Management and Technology Maturation (NA-123) by providing a full range of program and financial management support across all phases of the NNSA's planning, programming, budgeting, and evaluation (PPBE) process. His technical expertise assists federal program managers in the timely and efficient execution of eight major program budgets valued in excess of $648 Million. Mr. Blais holds a Master's of Science in Administration from Central Michigan University and a Bachelor of Science in Management from the University of Maryland. He is a Certified Government Financial Manager (CGFM) and a Certified Defense Financial Manager (CDFM).
