Statewide ADA CoordinatorDepartment of Administrative Services On May 23, 2019, Ohio Governor Mike DeWine announced the appointment of James Clinkscale to serve in the newly created position of state ADA (Americans with Disabilities Act) Coordinator to help establish Ohio as a disability inclusion state and model employer of individuals with disabilities. In his new role within the Department of Administrative Services (DAS), Clinkscale advises state agencies, boards, and commissions within the executive branch on disability policies and compliance with state and federal disability rights law. He consults with agencies about hiring practices, barriers to employment, and ways to eliminate those obstacles while bringing needed resources to these efforts. Among other duties, Clinkscale will ensure employees participate in regular disability etiquette and awareness training to build and sustain a culture of inclusion. James was previously employed by Opportunities for Ohioans with Disabilities (OOD). While there he worked in many capacities: as an Employer Services Specialist, Program Specialist for the Governor’s Council on People with Disabilities, an Employer Services Coordinator working with employers in the entire State of Ohio, the Americans with Disabilities Act (ADA) and Windmills Training Coordinator, and the Statewide Coordinator for the Consumer Advisory Committee. James has also worked in the private sector at various companies with a background primarily in Sales and Marketing. James has facilitated and created numerous presentations and workshops for employers, employees, and people with disabilities. His ADA presentations are designed to go beyond merely explaining facts and law changes but will assist businesses and organizations to develop best practices and inclusive policies that enhance their business structures and workplace efficiency. James’ strong presentation skills have enabled him to share strategies that benefit employers and assist people with disabilities to be successfully integrated into the workforce. James obtained his Bachelor’s degree in Psychology from East Carolina University in Greenville, North Carolina and earned a Master of Arts degree in Rehabilitation Counseling from the University of Kentucky. James also earned his ADA Coordinator Training Certification via the University of Missouri-College of Human and Environmental Sciences, School of Architectural Studies, and the Great Plains ADA Center.
