James is an executive with over 20 years of experience in business development, community relations, and public affairs. Currently, James is a Co-Founder and the Chief Marketing Officer of Alterwood Health Management Company - a company that develops and manages health plans. Previously, James was the Vice President of External Affairs for the University of Maryland Medical System Health Plans. He was a Co-founder of Riverside Health - a managed care organization that was acquired by the University of Maryland in 2015. Additionally, he was a successful leader in two publicly traded HMOs and has worked as a hospital lobbyist and public policy consultant to physician groups. James served in state government for eight years in appointed positions. He was the Director of Legislation for the Maryland Department Human Services for four years. In this position, he spearheaded key legislative priorities through the Maryland General Assembly. He is an expert in a wide variety of health and human services issues including medical assistance, temporary assistance to needy families, food stamps, child care, child support, and child abuse and neglect. In addition to his extensive health and human services background, James worked in the Governor of Maryland's Capitol Hill Office. A natural diplomat and people whisperer, James excels at settling emotions in tense situations with both internal staff and external organizations. He helps move projects forward by resolving conflicts on the principle of finding common ground.James earned a bachelor’s degree in Business Economics and History from Loyola University in Maryland.James is active in the community. He volunteers regularly and serves on numerous boards including, the Bon Secours Community Works Foundation, the Special Olympics of Maryland, and the Joel Gamble Foundation. Additionally, James enjoys coaching and organizing youth sports.
