 Managed department of 12 with over $100M in annual spend. Handled IT, facilities, fleet and fuel, maintenance, repairs, operations and all supplies needed to run and maintain 5 water plants and 1 sewage treatment plant. Achieved 14% cost savings with rebids or negotiations.  Reduced PO cycle times from 100 days to 4 days for minor spend and 21 days for major spend and processed on average 300 requisitions into POs monthly. Rewrote policy and documented processes and procedures and led reporting efforts. Implemented standardized processes and converted from paper-based bidding to all electronic based bidding to ensure transparency and compliance with policies, laws and ordinances. Configured, tested and launched new requisition/PO system from start to finish in less than 90 days and other tools such as Dun & Bradstreet, Supplier Risk Manager, FedBid, and Amazon Business. Led departmental training efforts. Implemented supplier administration and instituted quarterly review meetings with key suppliers.
