Contractor Program Manager for a National Intelligence Agency's design and construction program. Managing a diverse team responsible for the construction of secure space within U.S. Embassies and Consulates. Recognized within this IC Agency as a Subject Matter Expert: * Conducted training courses on the construction process and how to inspect secure construction for compliance with policy and design standards;* Authored an “Illustrated Guide to Secure Construction”. This guide aides the client’s facilities and security personnel, design team and general contractor on how to construct secure space though pictorial representations on what to do and what not to do;* Currently managing 18 projects in 18 different countries with a combined budget of approximately 18 million dollars

Project Manager for secure work environment design and construction projects in multiple domestic locations. “Lifecycle” PM from inception through occupancy. On-site project lead responsible for strategic planning, process development, project tracking, and performance metrics. Tasks include analytical and report writing, PowerPoint briefings, scheduling, troubleshooting and problem solving. Project Deliverables included space planning, furniture selection, procurement and installation, master planning, and design and construction project management for multiple projects at the organization’s Domestic “Field Office” locations.

Provided Physical Security Project Management for an Intelligence Community Agency’s Sensitive Compartmented Information (SCI) and Physical Security Programs by determining appropriate security measures for the protection of classified and other sensitive information throughout the agency’s HQ, Field Offices, Resident Agency offices, and off-sites. Developed plans and programs relating to the Client’s Physical Security Unit, to include construction security plans, inspection standards, market surveys and equipment requirements. Analyzed alarm systems, telephone systems and facility construction documents for the purpose of providing approvals, accreditations and modifications of secure area in accordance with the IC and other Client Security Policies.

Provided Security Management support NGES’ most sensitive programs through development and implementation of security procedures for generating, handling, and destroying classified information. Created and delivered initial briefings, rebriefings, and debriefings, and security awareness presentations for classified programs – played a key role in the 2004 annual rebrief for over 1200 employees: wrote a Special Security Awareness Guide for distribution to all employees, coordinated and tracked attendance schedules, sign-in procedures; achieved 100% participation. Served as the focal point for all security policy and procedure coordination, for internal management, field sites, vendors, and Government customer Special Security Officers. Provided in-depth physical security and alarm systems oversight using fixed facility checklists, DCID 6/9, and the NISPOM to assist in the accreditation of secure areas. Proficient in the understanding of DCID, SAP/SAR, OPSEC, COMSEC, and many classified program specific security requirements. Participated in internal and external security audits to ensure Northrop Grumman sites comply with government requirements.

As a Security Manager, Presidential Security Flight, performed budget management functions for a $200K travel expense account – created an innovative payment process, which reduced payment errors and processing time by 50 percent. Worked hand-in-hand with Boeing and Raytheon contractors and DoD personnel to approve contactor Top Secret security clearances in support of Air Force One depot maintenance. Integral member of an team that conducted risk and vulnerability assessments of three Presidential aircraft depot maintenance sites dynamically increasing the physical security of the areas. Member of an elite team that managed global protection for the Air Force’s highest priority executive airlift fleet, consisting of twenty-two multi-million dollar aircraft and sixty elite flying security personnel, resulting in over 1500 incident free dignitary flights. Conducted airfield site surveys designed to assess security risks and vulnerabilities at airports located throughout the world – conducted security operations in over twenty different countries. Entrusted as a Communication Security Responsible Officer and maintained control and accountability of vital Air Force classified information and equipment.
