FAA Air Traffic Organization’s expert (HQ level) on scientific and research lasers and their effect on navigable airspace. Assigned to two major workgroups. Deveolped documents that mitigate the use of potentially harmful lasers in navigable airspace. Published: SAE AS4970: Human Factors Consideration for Outdoor Laser Operations in the Navigable Airspace The second assignment was to the International Civil Aviation Organization (ICAO), in order to develop similar documents that are now used to ensure safety in the vicinity of aerodromes around the world. Developed procedures with members of civilian and military operators that allowed seamless integration into the National Airspace System.

As the FAA’s procedural specialist to the Gulf of Mexico Project, developed the first non-radar GPS grid system for IFR and VFR operations associated with offshore oil platforms. Conceptualized and tested an inexpensive Automated Dependant Surveillance system that was more accurate than ATC radar.
