During the last 30 years, as a consultant, James Mutero has acquired wide international experience, advising governments in Africa and elsewhere on housing finance, housing policy and the economic and institutional analysis of urban development and infrastructure programmes. This work has covered Bahrain, Botswana, Eritrea, Kenya, Liberia, Malawi, Sierra Leone, Somalia, Swaziland, Sudan, Tanzania, Uganda, Vanuatu, Zambia, and Zanzibar. He has also undertaken assignments in Egypt, Tanzania and Vietnam on the financial and economic evaluation of public water utilities. He has extensive managerial experience and has been the team leader in many housing and urban development assignments. Dr Mutero obtained his doctorate and master’s degrees from the University of Cambridge (Institutional and Housing economics focus) and his bachelor’s degree in Building Economics from the University of Nairobi. He also possesses several other post-graduate qualifications in housing, urban development and infrastructure obtained from the Institute for Housing and Urban Development Studies (Rotterdam), the World Bank Institute, and the University of Bradford (UK).
