James O’Rourke was educated at the University of Illinois receiving a Bachelors Degree in 1975 and the John Marshall Law School receiving his Juris Doctor in 1981. From 1981 through 1989 Mr. O’Rourke worked as a Public Defender in Cook County where he tried a wide variety of serious criminal felonies. In 1985, Mr. O’Rourke was appointed the Supervisor of Chicago’s Traffic Court specializing in DUI cases.In 1989, Mr. O'Rourke was appointed Executive Director of the Cook County Judicial Advisory Council by Cook County Board President George Dunne. Jim continued in this role throughout the administrations of Cook County Board Presidents Richard J. Phelan and John H. Stroger, Jr. In this capacity Mr. O'Rourke served effectively as legal counsel to the Cook County Board President to help improve and coordinate the Court System of Cook County.As counsel, Jim worked primarily as the lobbyist and fund raiser for Cook County in both Washington D.C. and Springfield, Illinois. In 2003 Mr. O’Rourke established his own Law Practice focusing on lobbying, business development, zoning, traffic law and probate.

Served Cook County Board President as intergovernmental liaison and lobbyist in Washington and Springfield.Coordinated the Criminal justice system of Cook County, Illinois.
