Set standards for construction, operational efficiency, safety.* Managed construction of a multi-award winning munitions pier in New Jersey that was the subject of a cover story for Engineering News Record.* NAVFAC contracting officer that developed and managed several first of kind contracts.* Led a workforce of 900 facility engineers, technicians, and tradesmen in managing facility and utility operations for the U.S. 7th Fleet operating base in Japan.* Authored original Navy doctrine for contingency engineering & construction.* Authored, performed modeling and simulation, and extensively war-gamed the Navy-Marine Corps Sea-Based Logistics force planning concept. The first ships that will implement this concept have now been delivered to the Navy, with more under construction and planning. * Authored logistics war plans for Navy shore based contingencies in Korea. Survived a Korean Airlines jet-liner crash and decorated for freeing a junior officer from the wreckage.* Managed a politically charged transfer of Navy Vieques Island real estate to varied U.S. and Puerto Rico Agencies. Initiated the construction of terrorist detainee camps at Guantanamo. * Facilities Program Manager for U.S. Navy Bureau of Medicine and Surgery's $7 billion global portfolio of medical centers, hospitals, and clinics.
