Managed a large base maintenance contract that covered major naval installations in the DC metro area including: Naval Research Lab, Navy Base Anacostia, Washington Navy Yard, Naval Observatory, and National Naval Medical Center Bethesda.

26 year career in the Navy's Civil Engineer Corps, retiring with the rank of Captain (O-6) in 2006. Performed significant duties worldwide in construction administration, public works, engineering management, the Seabees, and disaster recovery. Career highlights: * Managed construction of 2 port facilities, 2 airfield upgrades, and a large fuel farm in Somalia. Held hostage for three days by Somali terrorists. Embassy country team member.* Managed the Naval Research Lab's largest field station supporting critical applied research in weapons, sensors, and fire protection. * Led National Science Foundation 200 person wintering over expedition in Antarctica. Set standards for construction, operational efficiency, safety.* Managed construction of a multi-award winning munitions pier in New Jersey that was the subject of a cover story for Engineering News Record.* NAVFAC contracting officer that developed and managed several first of kind contracts.* Led a workforce of 900 facility engineers, technicians, and tradesmen in managing facility and utility operations for the U.S. 7th Fleet operating base in Japan.* Authored original Navy doctrine for contingency engineering & construction.* Authored, performed modeling and simulation, and extensively war-gamed the Navy-Marine Corps Sea-Based Logistics force planning concept. The first ships that will implement this concept have now been delivered to the Navy, with more under construction and planning. * Authored logistics war plans for Navy shore based contingencies in Korea. Survived a Korean Airlines jet-liner crash and decorated for freeing a junior officer from the wreckage.* Managed a politically charged transfer of Navy Vieques Island real estate to varied U.S. and Puerto Rico Agencies. Initiated the construction of terrorist detainee camps at Guantanamo. * Facilities Program Manager for U.S. Navy Bureau of Medicine and Surgery's $7 billion global portfolio of medical centers, hospitals, and clinics.
