I delivered a new Defra group Outcomes Framework (incorporating new government missions and priorities), alongside governance and accountability improvements across the department.

I lead a policy team to reform the UK's nature protection framework using a range of legislative and non-legislative approaches. This includes overseeing reforms to critical retained EU law (e.g., the Habitats Regulations) alongside domestic legislation. I also managed the government's Nature Recovery Green Paper public consultation to gather stakeholder views on possible reforms to recover biodiversity and improve protected site condition.

As the Deputy Head of Risk for Defra group, I managed the Executive Committee's principal risk register and developed new approaches to building risk management capability across the organisation. I was in post during the COVID-19 crisis and transitioning out of the European Union, when an effective risk management culture was essential for navigating the path ahead. I ensured that the Defra board and Executive Committee receive high quality information on critical risks so that they were able to take informed decisions; I designed the Defra group Risk Strategy and process guidance; and I chaired the Defra group Risk Forum (over 100 risk practitioners).

Army Headquarters, Andover

Working in the Directorate for Basing and Infrastructure, I assistant-managed the PMO function for three major Army estate transformation programmes: Defence Estates Optimisation Programme; Army Basing Programme; and Vehicle Storage and Support Programme. The biggest of these (and therefore the focus of the role) is the Defence Estates Optimisation Programme (DEOP), which is a GMPP and DMPP programme seeking to reduce the MOD built estate by 30% by 2040, saving over £4bn in running costs within that period. Within the PMO, I recruited and managed a team which oversaw a variety of workstreams, including Benefits Management, Risk Management, Planning, Lessons Learned, and Recruitment.

• Project Delivery Fast Streamer on the government’s flagship development programme, rotating departments every 6-12 months. • Fast Stream postings included: Ministry of Defence (Army Basing and Infrastructure), where I was the Assistant Manager of the PMO for the Defence Estates Optimisation Programme; the Infrastructure and Projects Authority (IPA), where I worked in the EU Exit and Transformation Team as an analyst and project manager; a secondment to BBC Northern Ireland, as a Business Change Manager for the renovation of the BBC Headquarters in Belfast; and Border Force (Home Office), where I was the Planning Lead for the PMO of an e-visa programme. • Whilst on the Fast Stream I have obtained a range of project management qualifications, including: APM Project Management Qualification (formerly called APMP), PRINCE2 Practitioner, Agile Practitioner, Managing Successful Programmes Practitioner, and Management of Risk Practitioner.

At the start of the COVID-19 pandemic, I was seconded from the Ministry of Defence, to become the civilian Project Management Advisor to the British Army’s COVID-19 Strategic Response Team. I worked alongside senior military officers to analyse and understand the impact of COVID-19 on Army activity, assess key risks and mitigations, formulate a national response plan, and schedule the resumption of Army BAU activity in the wake of COVID-19.

As a Portfolio Analyst in the EU Exit and Transformation team at the IPA (Cabinet Office), I developed extensive Transformation expertise. My role included being responsible for oversight and analysis of the Cross-Government Transformation Portfolio (30 of the UK government's biggest transformation programmes); and establishing the Transformation Programme Board, to provide SROs of the largest transformation programmes with a peer group to provide support and discuss common challenges. I was also the IPA lead for the production of ‘The Art of Brilliance’, a strategic leadership guidebook for SROs of transformation programmes, which has now been downloaded thousands of times and hard copies were delivered to over 250 SROs across government.

As a secondment from the Civil Service, I worked as a Business Change Manager for BBC Northern Ireland. I coordinated Business Change activity for the renovation of the BBC Headquarters in Belfast, making it a more attractive and accessible venue for audiences and providing an inspirational place for staff to work. I founded the Benefits Management processes, including the creation of a Benefits Map and Register to track benefits over the duration of the project. I also volunteered as the Musical Director of the BBC staff choir, which included conducting televised performances for BBC Children in Need.

For my first posting on the Civil Service Fast Stream, I worked in a Programme Management Office (PMO) function to deliver a new e-visa system for Border Force, replacing existing paper vignettes in passports. The role included: Reporting (monthly programme dashboards and ministerial submissions); Benefits and Risk management (maintained the Risk Log and Benefits Map); Programme and Project Planning (created and re-baselined the programme plan on Microsoft Project, alongside a multitude of project plans); Financial Management (administrating monthly payroll); Secretariat and Governance duties (Programme Board and Steering Group administration).
