JAStrategies provides Business Development and Capture Management assistance in the area of DoD opportunities for small and medium sized government contracting companies.

Hired to assist with development of an Army Market Team within WBB. April 2021, WBB was acquired by Serco. Continued to grow the Army Market portfolio but with more of an emphasis on C5ISR solutions. Additional focus areas: SETA, Logistics, PNT, SATCOM Support and Global FSR. Primary customers are PEO C3T, DEVCOM C5ISR Center, PEO IEW&S, ARL, PEO MS, and PEO AVN. Managed an Army pipeline of $5.9B. Core requirements were business development, capture, strategy development, and team building for the Army market pipeline.

Developed a $3.9B DoD program pipeline for both short and long term. Managed bid analysis, compliance matrix development, capture, pricing strategies, and bid response for RFIs & RFPs. Identified and communicated with senior leadership on capabilities needed for future programs. Managed partner alignment to maximize wins and successful re-competes. Focus: Agile Software Engineering; DevSecOps in Cloud; Cybersecurity; Systems Engineering; and IT Service Management.Maintain strong relationships with Army Agencies, numerous COCOMS, DISA, DLA, and DTRA. Leveraged a vast developed network of fellow government contracting firms to develop strong teams.

Conduct reviews and write sections for contract proposals. Lead a proposal team for an Army solicitation ($120m / 150 FTEs) to include oversight for RED and GOLD team efforts, recruiting for key personnel, providing input to pricing meetings, coordination with five sub contractors, and providing daily updates to senior leadership. Developed a DoD pipeline and coordinated capture efforts for a mid-size federal contracting company.

Responsible for management and supervision of contract operations for over 179 personnel supporting Phacil DoD and civilian organization contracts with a revenue of over $30M/year. Handles all projects schedules, conducts quality assurance of work products, provides oversight of subcontractors, coordinates communication of project status to clients and senior management. Focus: Software Services; System Engineering; Integration and Operations; Cyber Security; and Service Desk Assistance.Managed Team’s personnel actions that include recruiting, hiring, and performance reviews. Lead Phacil’s effort to establish a Cyber Center of Excellence. Major customers consisted of U.S. Army, USTRANSCOM, NIST, NARA, and Treasury. Several contracts required management of work and personnel at multiple sites both CONUS and OCONUS.

Lead a project team consisting of seven senior government personnel responsible for development and implementing sensitive and high-risk process, then analyzing results and mitigating issues for the Chairman of Joint Chiefs of Staff’s Comprehensive Joint Assessment for the Department of Defense (DoD). This action lead to the development of the global risk assessment and also supported 31 additional Joint Strategic Planning Systems requirements to meet the Chairman’s statutory requirements. Efforts included the development and implementing of new technology for managing a highly classified process across all the combatant commands, Services, and select government agencies. Conducted strategy analysis and developed best military advice on a broad range of political-military issues on behalf of the Chairman. Advised the Chairman on National Military Strategy formulation and risk assessment process. Considered Managed Recovery Programs with Backup Programs to deliver an enhanced technology Disaster Recovery solution to DoD customers who needed to mitigate high-risk data loss.Served as a Strategist for the Strategic Assessment Branch, Strategy Development Division in Joint Strategic Planning, J5. Coordinated with the Office of the Secretary of Defense for Policy, Services, and Combatant Commanders to develop, implement, and execute the Chairman’s Risk Assessment. Provided analysis directly to the Chairman and DJ5 on global economic and energy trend impacts to U.S. national security interest. Represented the Joint Staff at meetings with U.S. government agencies and foreign governments. Assisted the division in assessing impacts of national security decisions.

Supervised a team of military officers and defense contractors who were responsible for developing Army strategic documents, recommending inputs to Joint Staff and Secretary of Defense strategic assessments, and representing Army positions in strategic forums. Utilized result-oriented military and commercial leadership experience to demonstrate excellence in mentoring personnel through exceptional team project management leading to increases in assigned staff proficiency.Developed recommendations for Army leadership regarding strategy to fulfill statutory requirements. Ensured Army Staff positions / recommendations were coordinated and synchronized with respect to Army strategy and inputs to Joint and Office of Secretary of Defense (OSD) strategic documents. Prepared Army leadership for discussions with Joint and OSD counterparts. Articulated Army leadership positions / guidance to Army Commands, Army Service Component Commands, and Direct Reporting Units.

Prepared and trained deploying Army units consisting of over 900 Soldiers for Global War on Terror on their specialized mission sets. Maintained and supervised a small team of Army Soldiers that could react on short notice and travel to meet immediate mission requirements. Demonstrated flexibility and versatility by rebuilding teams with a 50% turnover rate of personnel. Handpicked for returning to active duty and made responsible for the coordination, planning, and execution of training for over 200 Army and Reserve Component units in preparation of their wartime missions. Analyzed data and prepared daily Commander’s reports on the status of 144 units with a total of 10,152 Soldiers. Wrote Brigade Operations Orders for Military Support to Civil Authority for validation of Brigades’ ability to coordinate DoD support through a simulated major federally declared disaster. Assisted over 25 units by developing corrective action plans to address major deficiencies. Personally coached and trained 21 Unit Commanders and six Battalion Commanders on improving their unit readiness. Maintained a database encapsulating information across five functional areas – personnel, mobilization, training, maintenance, and supply – providing key trend analysis for selected Command Interest Items.

Co-managed a sub-chapter S corporate retail business that specialized in high-end windows and doors. Responsible for day-to-day operations, bank financing, and negotiating high-end business contracts. Assisted with payroll and benefits for 10 employees.

Registered Financial Advisor that managed a $75 million book of clients. Specialized in equity and index options and provided fixed income advice developed from previous mortgage banking experience that included trading mortgage-backed securities for regional banks. Worked with a team of Financial Advisors and Registered Assistants.
