In these roles, he provided legal counsel on procurements, transactions, litigation, administrative law matters, and investigations. He has advised and served as an appointee for government officials on both sides of the aisle. In November 2022, he was appointed to the transition team for Pennsylvania Governor-elect Josh Shapiro.Most recently, Schultz was a partner with the Holland & Knight law firm in its Philadelphia and Washington, DC offices, where he led its Northeast Government Advocacy Team and co-led the State Attorneys General Practice as part of the firm’s Public Policy & Regulation Group. James D. Schultz recently returned to Cozen O’Connor as chair of the Government Law and Regulatory Affairs practice group after serving as general counsel of the Commonwealth of Pennsylvania, a position that he was appointed to by Governor Tom Corbett in 2012. As general counsel of the commonwealth, he provided legal counsel to the governor and his executive staff, as well as oversaw nearly 500 lawyers who served as counsel to 36 executive agencies and independent boards and commissions. He oversaw all major procurements, transactions, litigation and the preparation of legislation and regulations on behalf of the administration and commonwealth agencies under the governor’s jurisdiction. His responsibilities also included initiating and overseeing internal investigations and state agency interaction with the federal government on legal matters. Prior to his appointment as general counsel, Jim served as the first executive deputy general counsel for the commonwealth.Having served as general counsel to the commonwealth, Jim not only has a keen understanding of the challenges businesses face in this highly regulated environment, but he also understands the challenges in-house legal departments face when budgeting for outside counsel. As general counsel, Jim successfully implemented a program to reduce outside counsel fees by nearly 20 percent during his tenure by partnering in-house lawyers with the expertise of outside counsel. This included implementation of an extensive litigation training program offered to agency attorneys. Jim was a featured panel speaker at the 2014 InsideCounsel Magazine SuperConference, where he presented this topic to some of the country’s top in-house lawyers.

Appointed by Governor Tom Corbett as General Counsel of the Commonwealth in July of 2012, previously having served as the First Executive Deputy General Counsel. Served as chief legal officer for the executive branch of government, providing legal counsel to the Governor, his Executive Staff, and Cabinet Officials.
