Responsible for coordinating labor and employee relations for over 3,400 employees and twelve collective bargaining agreements covering operations of six domestic oil refineries and related pipeline and terminal assets with a combined processing capacity of approximately 1,000,000 barrels per day.Experienced in bargaining under USW National Oil Bargaining Successorship Letter and related comparable in the aggregate benefits negotiations in acquisition of five USW represented oil refineries and related pipeline assets.Experienced in negotiation and implementation of corporate-wide substance abuse (drug & alcohol) testing policy for represented and non-represented workforce.

Associate Vice President – Human Resources Main Campus following merger of the University of Toledo with the Medical College of Ohio in July, 2006 maintained HR operations for Main Campus (former University of Toledo) encompassing Benefits, Employment Services, Labor and Employee Relations and Faculty Labor Relations for combined entity of over 7,000 employees.

Associate Vice President – Human Resources transitioned the department from a business process operation to a strategic partner and resource with other departments and operations across campus to provide human resources services for over 3,000 employees.Duties included supervision and leadership of departments and staff responsible for: Benefits – Plan design and administration of employee benefit plans. Plans include self insured medical, prescription drug, dental and vision plans (including retiree dental and vision); stop loss insurance, IRS section 125 flexible spending plan, conventionally insured life and long term disability plans,  Employment Services and Compensation – Coordinating the hiring and record keeping processes for staff. Developing, implementing and administering the University’s compensation and classification plan for non-faculty employees.  Labor and Employee Relations – Negotiating and administering collective bargaining agreements and labor relations with the Communication Workers of America (625-650 classified civil service employees) and the University of Toledo Police Patrolmen’s Association (25-30 certified law enforcement officers) and administering employee relations for the University’s professional staff ( 750 unclassified). Faculty Labor Relations – Negotiating and administering collective bargaining agreements with the University of Toledo Chapter of the AAUP for two bargaining units comprised of 1) tenure and tenure track faculty (550-600 members) and lecturers ( 84 full time non-tenure track instructional faculty).  Organization and Leadership Development - Developing, implementing and administering the University’s technical training and staff organization and leadership development and quality program to create a continuous learning and improvement environment linking desired competencies within a Baldridge based quality management model to improve services and processes for students, faculty and staff.

Practice concentrated in representing/counseling public and private sector employers in all aspects of labor and employment law including collective bargaining, interest based bargaining, labor contract administration, grievance arbitration, fact finding under state bargaining laws, strike and injunction preparation, employment-at-will, worker’s compensation, employment discrimination law, ADA, FMLA, OWBPA, WARN and Wage/Hour law. In representing clients appeared before the following state and federal agencies: National Labor Relations Board, Equal Employment Opportunity Commission, and U.S. Department of Labor, Ohio Civil Rights Commission, Ohio Bureau of Workers’ Compensation and Industrial Commission, Ohio Bureau of Employment Services, Ohio State Employment Relations Board as well as before state and federal courts.Representative Clients: Provided advice and counsel and served as chief negotiator for numerous small and medium size employers and three of the largest employers in Northwest Ohio:Toledo Public Schools – from 1986 through 2001 represented Ohio’s 4th largest school district (5,000+ employees, 30,000+ students) in labor negotiations, employee relations and contract administration for teaching, non-teaching and administrative employees represented by the Toledo Federation of Teachers, Toledo Association of Administrative Personnel and AFSCME.City of Toledo – from 1992 through 2000 chief negotiator in labor negotiations with Teamsters Union and AFSCME for over 1,100 City sanitation, water reclamation, 911 operators and general maintenance and clerical employees.Seaway Foodtown, Inc. – from 1981 through 2000 represented 5,000+ employee multi-state retail food and drug store chain in all aspects of union/non-union employee relations including FMLA, ADA, OWBPA compliance, drug and alcohol testing, wage/hour compliance and audits,50+ labor arbitrations and contract negotiations with the Teamsters and United Food and Commercial Workers
