About James Shields

E-Harmony.gov / Tech Whisperer are how I often sum up two decades of service in research labs, program management, and special operations where I built and led highly skilled teams to solve complex national security issues.Early in my career as a passionate engineer (yes we exist), I believed my role was to personally match technical need to technical solution. As my leadership skills matured, I quickly discovered a much better way - MATCH PEOPLE experiencing pain points TO PEOPLE offering solutions. Thus was born my informal job title: E-Harmony.gov.Agnostic of technology or domain, when the proposed match "hit it off" and collaborated, we consistently delivered paradigm-breaking wins. We became embedded Tech Whisperers influencing disparate organizations. Time and again our combined brain trust generated more diverse solutions and novel designs, while forging motivated partners who quickly navigated complex bureaucracies and unforeseen blockers together. The first Special Ops Truth stands true: “Humans are more important than hardware (or technology).”★Harnessing the genius of innovative experts with diverse skillsets, and DELIVERING INTEGRATED EASY BUTTONS FOR CUSTOMERS has been the highlight of my career. Not only because we accomplished mission and obliterated perceived limits, but I’ve also been able to get to know and serve alongside some of the most amazing humans on earth (while playing with mind-blowing tech).★What do I bring:A proven LEADER with extensive cross-functional experience directing:- complex technical strategy, design & operational employment- intricate interagency & multinational coordination- full-spectrum acquisition addressing global needs of our most elite & demanding special ops teamsA tenacious multi-domain ENGINEER with a:- customer-centric bias for action to accelerate solutions- innate ability to translate nuanced technical details to operational relevance- no-fail passion to find a way to yes & modernize the value streamAn agile special ops-forged ACQUISITION PROFESSIONAL with:- an obsession for customer satisfaction & getting things done- demonstrated wins rapidly synthesizing cross-disciplinary teams & products- a passion to disrupt status-quo with unprecedented options & operational value★My Next Chapter Interests:Drive investment strategy & innovation within high talent density organizations to bring emerging technologies to bear, at speed & in relevant ways. Maximize revenue-generating value stream for a business & customer. Dual Use Tech, Data Exploitation/Ops, Technology Broker/Strategist

20 years of active duty has allowed me to serve around the world in various capacities for my country. I have been a developmental engineer, software coder, acquisitions program manager, combat development lead, technical operations director, interagency task force director, deputy task force commander, and headquarter’s staff officer. I have led various highly specialized teams consisting of joint military, government civilian, contractor, and international partners - from PhDs to Special Operations door kickers (in some cases the same person). I have worked in research labs, to front lines, to headquarters at the tactical, operational and strategic levels. Every opportunity has been challenging and tremendous, allowing me to find and build upon a unique nexus of my technical affinity, acquisition training, and operational experience - most especially the last 14 years that I’ve been allowed to serve alongside our joint special operations teams. It was a phenomenal ride and the greatest honor as I was blessed not only with these unique opportunities, but the privilege to serve with the most extraordinary teammates and mentors. I rest well at night knowing the caliber of men and women standing that wall.
