I bring more than 20 years of experience and manage and have been awarded as a PRIME consultant Project Manager multiple contracts with the Florida Department of Transportation (FDOT) and several other agency partners, since joining Lochner in 2017. I have served as a city traffic engineer consultant in more than 20 municipalities and served as a PRIME consultant for multiple MPO/TPOs in South Florida.

Serving as Profit Center Manager for services performed in the Broward County office, which include Traffic Engineering and Transportation Planning, Highway Design, Freight Logistics and Passenger Operations, Rail, PD&E and municipal/local agency services. Responsible for overall business development and marketing activities.

I currently serve as Vice President - Planning Manager for South Florida operations at Marlin Engineering. James Spinks PE, PTOE currently serves as a Senior Project Manager with extensive experience in the traffic engineering and transportation planning fields. I have been involved in traffic operations, transportation planning, and ITS planning for more nearly 15 years. I have experience servicing a variety of clients such as the Florida Marlins, City of Miami, Broward County, Miami-Dade County, Florida’s Turnpike Enterprise, and the Florida Department of Transportation. Currently, I also provide a variety of traffic engineering services for several municipal organizations within the South Florida area such as Weston, West Park, Sunny Isles Beach, Palmetto Bay, Pinecrest, St. Lucie TPO, St. Lucie County, Homestead, and the Town of Surfside which include traffic calming, site plan review, traffic impact studies/reviews, access management, and level of service analysis.
