• Negotiate with vendors and potential vendors on: pricing, lead times, quality, expected service and other terms• Oversee purchasing projects and schedule workload• Primary responsibility for communication and negotiation for international outsourcing or purchase of parts, sub-assemblies, assemblies and raw materials, focusing on opportunities to purchase from or outsource globally• Purchase raw materials, equipment, tools, parts, and supplies, according to scheduling needs• Interface with Engineering & Marketing departments to ensure required specs and timeframes are met for R&D runs, alternative sourcing and regular production• Research and recommend vendors as first or second sources• Ensure vendor compliance to specifications and lead times• Determine method of procurement, such as direct purchase or bid; prepares purchase orders or bid requests;• Analyze market and delivery options to ensure timely availability of materials, components and outsourced assemblies• Keep current on technology that affects purchasing methods and purchased item sourcing• Expedite materials, components and supplies as needed• Review requisitions and related reports, ensure follow-up on past due orders• Coordinate and interface effectively with manufacturing, planning engineering, customer service, and sales departments• Enter purchase orders into MRP system, and update system as needed• Maintain computerized procurement records, such as items or services purchased, costs, delivery, product quality or performance, and inventory• Discuss defective or unacceptable goods or services with inspection or quality control personnel, users, vendors, and others to determine source of trouble and take corrective action as needed• Control Purchasing Department Budgets• Develop, implement and document purchasing department policies and procedures• Coordinate with Manufacturing and other departments as needed to resolve vendor issues or complaints
